Retrospective (Evaluative) Analysis of the Advisory System in Ukraine

Abstract

Introduction. Post-war recovery measures, which will be aimed at reviving national food security, improving food self-sufficiency and improving the incomes of millions of Ukrainians living in rural areas, will require the active participation of agricultural advisory services. However, it should be taken into account that the process of providing a large number of individuals and legal entities with advisory services can become a powerful challenge for the advisory system. Therefore, for a timely response to this challenge, there is a need to carry out a critical analysis of the main components of the agricultural advisory system. Methods. The theoretical and methodological basis of the study is a retrospective (evaluative) analysis, the classification feature of which is historical and time periods. In the research process, general scientific methods were used, in particular: methods of data analysis - collection, organization and evaluation of data for conducting research; methods of theoretical generalization - for researching the legislative foundations of the organization and functioning of the agricultural advisory system; methods of statistical research - to study the provision of state support and support at the expense of local budgets. Results. Based on the application of research methodology and methods, the historical experience of conducting large-scale information and consulting work during the reform of the agrarian sector of the economy was reviewed, the state of the agricultural advisory system was diagnosed in terms of the potential of its components. The author determined the scope of providing state financial support and approaches to providing support from local budgets, assessed the impact of financial support on the development of a network of agricultural advisory services. The article reveals the changes that took place in the structures of the National Academy of Sciences and the executive power at the regional and district levels after the elimination of the centralized management of agro-industrial production. Discussion. The obtained research results are aimed at forming an idea of the actual state of the agricultural advisory system in Ukraine and create the basis for further in-depth improvement of scientific approaches and mechanisms in the development of concepts, rules, standards, functions, methods, management solutions for the development of the advisory system.
