Rethinking the rate estimation of BBR congestion control

Abstract: The acknowledgment (ACK) compression makes the available bandwidth estimation in bottleneck bandwidth and round-trip propagation time (BBR) inaccurate which results in the high queuing delay under low packet loss rate environments.
