Disaster events create significant challenges for all those involved with affected people and communities having many needs in the ensuing period. One of the major needs is that of reinstating the built environment back to its original pre-disaster condition. That is the restoration and reconstruction of damaged structures. This paper particularly focuses in on the repair and mitigation aspect. These are termed disaster restoration projects and are thought to contain many unique problems not found within conventional construction. The area of project management is continually attracting interest from various sectors. This is mainly due to its perceived value within the business world. Hence, it seems worthwhile that the emerging disaster restoration field look to project management principles and knowledge for possible benefits. With this in mind this study initially presents some background in respect to disasters, restoration and project management. It then follows on to provide a commentary on the topic examining project organization, stakeholders, life cycles, processes and project management knowledge areas. The commentary is founded within project management best practice. Disaster restoration projects would appear to have their own unique attributes and problems. As such, examining disaster restoration projects through a project management lens provides an opportunity to enhance knowledge within this field. It is believed that the application of recognized project management concepts can lead to improved outcomes. This study should prove useful to those involved in disaster restoration projects across the developed and developing world.

After large scale disasters, reconstruction is often initiated by stakeholders to minimize disaster impacts and to mitigate a recurrence. For most reconstruction programmes, priority is given to reconstruction of permanent housing in consideration of the multiplying effects of housing reconstruction on social and economic recovery and the development of community resilience. However, numerous challenges arise during implementation which have reportedly been poorly managed and this has resulted in the ineffectiveness of housing reconstruction programmes and the failure of housing interventions to achieve their intended goals. In previous, related research, the issues affecting the implementation of housing reconstruction programmes were identified and a conceptual framework proposed. This study systematically reviews the academic literature, case studies and working papers in order to identify measures that have been applied by managers of reconstruction programmes to overcome these previously identified issues. The measures identified will be used to develop the previously proposed conceptual framework and thus to enable data collection through an experts' opinion survey. Findings from the experts' opinion survey will, in turn, be used to deduce best practice measures for managing permanent housing reconstruction programmes. This study is intended to aid policy making by providing stakeholders with good practice measures for managing issues in post-disaster housing reconstruction. In addition, it improves the knowledge base by presenting current housing reconstruction management practices and recommending how they can be improved for better community recovery and resilience building after large-scale disasters.

Background: Disasters like earthquakes and flood cause enormous loss of lives and property in Nepal frequently. However, during such events particular types of houses are found to be more resilient than common types of housing stocks. This paper outlines the disaster resilient vernacular housing technologies in two of the physiographic regions of Nepal. The vernacular houses are analyzed in terms of their performance and shortcomings during earthquake and flood disasters and found to be technologically resilient in many aspects of impending disasters in Nepal distributed within the physiographic regions. Using the comparative case study approach, field visits and non-structured interviews with local people, the resilient features in terms of construction technology of vernacular houses are identified in this study and the preliminary findings are highlighted as observed during the field visits without numerical modeling and analysis. The seismic performance of Rajbanshi, Gurung and Magar houses in Nepal during 1934Nepal during , 1988Nepal during and 2015 earthquakes is presented in order to justify the performance of these particular housing stocks. Results: The vernacular construction technology in Terai is found to be technologically resilient in terms of floods and earthquakes, and earthquake resistant technologies are identified in the dwellings of the western mid-hill of Nepal. The traditional Rajbanshi houses in eastern Nepal are found to be resilient in terms of earthquake and flood disasters and the Gurung and Magar houses in western mid hills are found to be resilient in terms of earthquake disaster. The statistical distribution of housing stocks is presented and survival scenario is discussed with regard to specific building features. Apart from this, the field reconnaissance after Gorkha earthquake in western Nepal shows better performance of buildings with identified features in comparison to common housing stocks in neighborhoods.
