The impact of special economic zones (SEZ) on the sustainability of their peripheral areas is rarely measured and discussed. This research was conducted to determine the sustainability level of the Arun Lhokseumawe SEZ generated to its surrounding area before and after the exhaustion of its natural gas resources. The statistical matching method and the Moran index used for the analysis involved 14 sustainability variables representing social, economic, and environmental dimensions. The method used includes building the sustainability index using village level data, statistical matching to find evidence of impact, and determination of the Moran index to describe its spatial patterns. Additionally, the index was used to describe the policy implication based on the current SEZ sustainability level. The results show that there is no upward trend in the sustainability index after three years of operation, except for an increase in the SEZ (inside) in 2018 which then declines again in 2021. This figure is lower than before natural gas depletion. It was found that, in 2008, the spatial pattern of the high sustainability index mainly spread to areas outside the Arun Lhokseumawe industrial area. Meanwhile, in 2021, the spatial pattern of a high sustainability index clustered near the Arun Lhokseumawe special economic zone.

Promoting the carbon efficiency is an accepted topic in China’s sustainable development against the background of carbon neutrality. After the State Council announced 69 resource-exhausted cities, Chinese government has strengthened policy and funds support to set up a long-term mechanism of sustainable development. This paper utilizes a spatial difference-in-differences (SDID) method to investigate the policy effect in those resource-exhausted cities and their neighboring cities, with city-level data during 2004–2016. Then we find a positive feedback of supporting policy on carbon performance in both local regions and adjacent regions. Furthermore, we find that wage distortion could account for carbon performance improvement. Our results could provide evidence and implications for realizing the low-carbon economy in China.

How to improve the sustainability of resource-exhausted cities has become a difficult problem for China to implement the sustainable development strategy, and the construction of resilient cities has become the best way to solve this problem. This paper constructed an evaluation indicator system of the sustainable development for resource-exhausted cities from the perspective of resilient cities. The entropy weight-TOPSIS-grey relational degree model was used to quantitatively analyze the sustainable development capacity of 23 resource-exhausted cities in China from 2010 to 2020. And the coupling coordination degree model was further used to analyze the relationship between urban resilience and the dimensions of economy, environment, society and resource respectively. The weak links affecting their sustainable development was explored through obstacle degree model. The research results are helpful to fully understand the current situation and obstacle factors of the sustainable development of resource-exhausted cities in China, and promote the sustainable development of cities through the construction of resilient cities.
