Governments and public sector agencies are continuously looking for ways to improve their services. Therefore, there is a need for restructuring processes and effectively using technology to improve efficiency and effectiveness of the business operations. Cloud computing is one of recent technological trends that support these efforts. It is a new type of sourcing model in which computing services are provided as a utility over the Internet. This paper analyzes the benefits and challenges of cloud computing over e-government systems. It reviews the existing literature on the proposed models of cloud computing adoption in the context of e-government. Further, this paper critically analyzes and classifies these models to different categories.

Cloud Computing is changing the scheme by providing different services to business and government sectors as well as to sole users irrespective of their location. Cloud Computing provides scalable and on demand services to users, but this technology has many challenges. In several applications the last decision is based on the estimate of a number of alternatives in terms of a number of criteria. This problem may become difficult one when criteria are expressed in different tasks or jobs, relevant data are difficult to be quantified. The Analytic Hierarchy Process (AHP) is an effective method dealing with this kind of decision problems. This paper deals with priorities, ranking with consistency method and their results are given through a numerical example. The results show that distributive mode has fast convergence and smaller computational complexity than ideal mode for close system when the AHP method is used in cloud computing applications.

Abstract-Resource provisioning becomes more and more challenging problem in cloud computing environment since cloudbased services become more numerous and dynamic. The problem of scheduling multiple tasks for multiple users on a given number of resources is considered NP-Complete problem, and therefore, several heuristic based research methods were proposed, yet, there are still many improvements can be done, since the problem has several optimization parameters. In addition, most proposed solutions are built on top of several assumptions and simplifications by applying computational methods such as game theory, fuzzy logic, or evolutionary computing. This paper presents an algorithm to address the problem of resource allocation across a cloud-based network, where several resources are available, and the cost of computational service depends on the amount of computation. The algorithm is applicable without restrictions on cost vector or compaction time matrix as opposed to methods in the literature. In addition, the execution of the algorithm shows better utility compared to methods applied on similar problems.
