Resistance in the Time of Cholera: The Limits of Stabilization through Securitization in Haiti

Abstract: The United Nations Stabilisation Mission in Haiti (MINUSTAH) is the latest of seven UN missions in the country, stretching over 20 years of international involvement. If the UN's Security Sector Reform (SSR) mission has had a 'stabilizing' influence on the country following Aristide's forced exile since 2004, a string of sexual scandals and the cholera scandal has progressively contributed to modify the local perception of the mission, seen as yet another foreign 'occupation' in Haiti. This article argues that… Show more

“…This finding shows that although the values transposed by the mission are part of the standard intervention blueprint (rule of law, transparency, gender and minority equality), they are accepted as important by the local police. This is interesting as several peacebuilding scholars note the negative impact a perceived 'imposition' of foreign values can have on local actors and the sustainability of reform (Hohe, 2002;Lemay-Hebert, 2014;Mac Ginty and Richmond, 2015). However, as Bosnia is both geographically and in terms of historical linkages close to the EU, it may not be surprising that EUPM's values and norms were accepted.…”

“…But despite the growing interest indicated by these contributions, there is still relatively little research on the link between security and statebuilding in general, and especially on how security contributes to socioterritorial ordering in statebuilding. This article aims to stimulate precisely such empirical research by elaborating on the link between security and the construction of center–periphery relations, which could also contribute to the growing body of knowledge about how international statebuilding works (de Guevara, 2012; Distler, 2016; Lemay-Hébert, 2014).…”

“…27 In sum, the foundational and structural problems of the UN mission limited the positive outcomes it supported bringing about for violence reduction and SSR. In the period from 2010 to 2017, Minustah's legitimacy was again heavily contested by the local population (Schuller 2012;Lemay-Hébert 2014) with the aggravating factors of the cholera contamination, the cases of human rights violations by international interveners, and their contested role in elections.…”
