The aim of the article was to consider the role of digital technologies in law enforcement by canine units in European countries. Comparison and observation methods were the main methodological tools. The research showed that European K9 units assist in rescue operations, detection of prohibited substances, firearms and ammunition. Their activity is necessary during the tracking and arrest of criminal suspects. European canine units are responsible for protecting service dogs from undue risk. It was found that tactile interfaces, UAV-based surveillance sensors, video surveillance systems and GPS are becoming components of European requirements for canine service activities. Projects implemented as part of the European research and innovation program Horizon 2020 aim to develop technologies for rapid response services. It is concluded that, the INGenIOuS Project resulted in the development of an effective K9 vest for a search dog, which is based on a complex of modern digital technologies. In addition, the installation of devices in patrol cars can help to save a working dog.

Despite the technological progress achieved by our society, natural or man-made disasters continue to pose a challenge and put to the test the organization and preparedness of government apparatuses. The loss of life and property following calamities motivates citizens into action. In response, volunteer Urban Search And Rescue (USAR) organizations are established with the aim of providing help when needed. Just like their government funded and run counterparts, these organizations try to use what technology has to offer to improve their efficiency. However, they face challenges due to their limited funding and inability to access certain resources such as licensed spectrum for their communications. This situation is further deteriorated because civilian communication infrastructure cannot be relied upon to be available in case of disasters. Communications are paramount for any operation, let alone USAR. To address this need, we have designed and built a field deployable communication system that is able to leverage what existing communication infrastructure is available and utilizes 802.11ax and LoRaWAN that operate in unlicensed spectrum to provide wireless local connectivity. The performance and suitability of the system have been tested in various small and large-scale exercises, while the range and transmission speed achieved by 802.11ax over its predecessors are determined through a measurement campaign. In this article, we report the results and lessons learned from our approach to fill this communication gap and the suitability of the selected technologies for the role.

First responders are tasked to intervene in small-scale emergencies and major natural or human-made disasters under unknown environments. They are required to operate around the clock, in situations that are life-threatening and potentially hazardous, with limited awareness of the operational situation, mission progress, and time sensitivity. They more often than not risk their own personal safety and well-being in order to keep civilians safe. During the most demanding and extended incidents, first responders operate under complex response operation plans that involve the collaboration of multiple disciplines and teams including K9 units. Within the context of the INGENIOUS project, a K9 vest for the canine of the unit is developed, aiming to improve their response time, enhance their situational awareness, support the collaboration between agencies, and most importantly, increase their safety during missions.
