Background Resilience is vital for facing natural disasters and public health challenges. Despite the significance of resilience-building activities, there is a scarcity of locally-tailored planning and response strategies, leaving communities incapable of addressing the unique challenges posed by natural disasters and public health crises. This study aims to explore how the “One Community at a Time” approach enhances community resilience in facing natural hazards and public health challenges. Methods A systematic review was conducted over journal articles published from January 2001 to April 2023 through PRISMA approach. Multiple databases such as Web of Science and Scopus were thoroughly searched. We used independent screening by two researchers and painstaking data extraction using standardized forms. This approach was adopted to assure the reliability, validity, and precision of our study selection and analysis. The included studies’ quality was evaluated by the Mixed Methods Appraisal Tool. Results In the evaluation, 35 studies were deemed eligible for inclusion and underwent in-depth examination. Several major components of “One Community at a Time” have been identified, including social capital and networks, local knowledge and learning, effective governance and leadership, preparedness and response capacity, and adaptive infrastructure and resources. This framework highlights the significance of individualized approaches to resilience-building initiatives, recognizing that each community has specific strengths, needs, and challenges. Conclusion Relevant stakeholders can adapt suitable resilient strategies to help prepare and recover from natural hazards and public health challenges. By adopting a localized strategy, stakeholders can collaborate to develop a culture of readiness and resilience, ultimately leading to more sustainable and resilient communities. This framework advises community-based groups, local government, and other stakeholders on prioritizing partnerships, preparedness planning, community participation, and leadership as essential components of creating and maintaining resilience. “One Community at a Time” framework offers practical guidance for community-based organizations, local government, and other stakeholders to prioritize partnerships, preparedness planning, community participation, and leadership as essential components of creating and sustaining resilience.

There are many people with disabilities in Indonesia. However, the government has not fulfilled the rights of persons with disabilities according to the provisions in the laws and regulations on persons with disabilities. This study aims to analyze concessions for persons with disabilities in Indonesia: fundamental problems and offered solutions. This research is a normative study using the Literature Review study approach, namely by examining and analyzing data. The results of the research show that the government has not guaranteed the rights of persons with disabilities in Indonesia, so it is essential to issue government regulations that regulate the type and amount of concessions as a form of creating legal certainty for persons with disabilities. This concession is essential to implement in Indonesia because it can reduce the barriers for persons with disabilities to access essential services to increase their income and economic participation.

Measuring livelihood resilience of farmers and diagnosing obstacle factors under the impact of COVID-19 in Jiangsu Province, China

Research on livelihood resilience not only helps to understand the adverse impact of COVID-19 on farmers' livelihoods, but also helps to formulate concrete actions to enhance the resilience of farmers' livelihoods and support economic recovery. Taking rural residents in Jiangsu Province of China as an example, this paper uses one-way ANOVA, entropy method and obstacle degree models to quantitatively analyze the characteristics of livelihood resilience of different types of farmers and the main obstacle factors. The main findings are as follows: (1) Both laboring type and part-time type farmers together accounted for 75.98% of the survey sample, and the non-agricultural phenomenon of farming households in Jiangsu Province is obvious; There are significant differences in livelihood characteristics among different types of farmers, with relatively high livelihood capital for planting and breeding type farmers and relatively low livelihood capital for asset and subsidy type farmers. (2) The livelihood resilience of farmers in Jiangsu Province from high to low is breeding type farmers (0.501), planting type farmers (0.493), laboring type farmers (0.465), part-time type farmers (0.455), subsidy type farmers (0.400), asset type farmers (0.389). (3) In the diagnosis of barrier factors of livelihood resilience, buffer ability disorder is the most obvious, learning ability disorder is the second, and self-organization ability disorder is the last; Among the specific factors, the most important obstacle factors for planting, breeding and asset type farmers are the number of productive assets, the number of agricultural technical services for laboring type farmers, the number of channels for obtaining information for part-time type farmers, and the family labor income for subsidy type farmers. Therefore, it is recommended that policies be improved in the post-epidemic era in terms of raising farmers' livelihood capital, developing knowledge and skills for learning, and enhancing organizational awareness.
