Some island nations in the Southern Hemisphere might survive a severe sun‐reducing catastrophe such as nuclear winter and be well placed to help reboot‐collapsed human civilization. Such islands must be resilient to the cascading effects abrupt sunlight reduction scenarios (ASRS) would impose beyond the impacts on agricultural systems. We aimed to identify island nations whose societies are most likely to survive nuclear winter or other ASRS. We also aimed to conduct a case study of one island nation to consider how it might enhance its resilience and therefore its chance of aiding a global reboot of complex technological society. We performed a threshold analysis on food self‐sufficiency under severe nuclear winter conditions to identify islands. We then profiled each island across global macroindices representing resilience factors reported in the literature. We undertook a case study of the island nation of New Zealand. The island nations of Australia, New Zealand, Iceland, the Solomon Islands, and Vanuatu appear most resilient to ASRS. However, our case‐study island nation of New Zealand is threatened in scenarios of no/low trade, has precarious aspects of its energy supply, and shortcomings in manufacturing of essential components. Therefore, inadequate preparations and critical failures in these systems could see rapid societal breakdown. Despite some islands’ favorable baseline conditions and apparent food security even in a severe ASRS, cascading impacts through other socioecological systems threaten complex functioning. We identified specific resilience measures, many with cobenefits, which may protect island nodes of sustained complexity in ASRS.

Cyber-Physical Systems (CPSs) are becoming increasingly complex and interconnected as they attempt to meet the demands of evolving society. As a result, monitoring and maintaining them becomes a more complex and demanding task for control system operators and cyber defenders. While the literature on visualization techniques in the context of cybersecurity is extensive, the same cannot be said for studies on visualization for the security of cyber-physical systems. This paper aims to fill that gap by: 1) defining the main features of a visualizations workflow for security visualizations in cyber-physical systems. The workflow includes the acquisition of cyber and physical data, processing of data, selection, and configuration of both visualization tools and end-user interactions. 2) Providing an overview of cyber-physical security visualization systems, with a focus on smart grids as a case study. Finally, we use the perspectives gained from this analysis to provide insights and directions for future research and design of cyber-physical visualization techniques.

Resilience of Critical Infrastructure Systems: A Systematic Literature Review of Measurement Frameworks

Critical infrastructures such as transportation, power, telecommunication, water supply, and hospitals play a vital role in effectively managing post-disaster responses. The resilience of critical infrastructures should be incorporated in the planning and designing phase based on the risk assessment in a particular geographic area. However, the framework to assess critical infrastructure resilience (CIR) is variably conceptualised. Therefore, the objective of this study was to critically appraise the existing CIR assessment frameworks developed since the adoption of the Sendai Framework in 2015 with the hazard focus on earthquakes. The preferred reporting items for systematic reviews and meta-analyses (PRISMA) method was used for the selection of the 24 most relevant studies, and these were analysed to delineate existing frameworks, models, and concepts. The study found that there are wide-ranging disparities among the existing frameworks to assess the infrastructure resilience, and it has become a key challenge to prioritise resilience-based investment in the infrastructure sector. Furthermore, key attributes such as performance indicators, emergency aspects, and damage assessment need to be considered for different disaster phases—ex-ante, during, and ex-post—to improve the long-term resilience of critical infrastructure. Subsequently, an integrated and adaptable infrastructure resilience assessment framework is proposed for proper critical infrastructure planning and resilience-based investment decision making.
