Resilience Analysis of a Remote Offshore Oil and Gas Facility for a Potential Hydrocarbon Release

Abstract: Resilience is the capability of a system to adjust its functionality during a disturbance or perturbation. The present work attempts to quantify resilience as a function of reliability, vulnerability, and maintainability. The approach assesses proactive and reactive defense mechanisms along with operational factors to respond to unwanted disturbances and perturbation. This article employs a Bayesian network format to build a resilience model. The application of the model is tested on hydrocarbon-release scenar… Show more

“…Therefore, they should be capable of absorbing various component failures [46]. Absorptive capacity includes a set of proactive actions (e.g., by safer design) that should be considered in the CIS's preparedness phase [136][137][138][139]. Robustness is commonly used to quantify the adsorptive CIS capacity [101].…”

“…Adaptive Capacity: The degree to which the CIS can arrange itself and use temporary and often non-standard actions to prevent CIS downtime during and after the disruption is called adaptive capacity. This capacity can prevent sudden collapses in the CIS's performance level [17,128,136,137,140]. However, as mentioned, these actions have a temporary nature, and for the CIS's performance recovery, permanent actions should be taken as soon as possible.…”

“…Resilience engineering, as a result, is increasingly developed to complement the risk analysis in offshore petroleum industry. In the face of offshore disasters such as blowouts and explosions, resilience engineering ensures "the design of complex systems that can withstand adverse conditions and recover quickly from disruptions [4]." This represents a new way of thinking about HSE issues in offshore operations.…”

“…Compared to risk analysis, which begins with identification of hazards and characterization of probabilities, resilience analysis in offshore engineering may improve the system response to surprises [3]. Resilience approaches accordingly can supplement risk approaches in HSE management systems and contribute to prediction, adaptation and recovery to hazards or disruptive events in offshore operations [4]. In establishing risk regulation for offshore operations, resilience may also create flexible ways for China to resolve conflicts between risk regulation and CAC regulatory regime.…”

“…Oilfield gathering station (OGS) possessing large amounts of hydrocarbons with a high probability of accidental release. It poses risks to personnel, equipment facilities, and environment . If the leaked hydrocarbons are ignited, it may lead to a catastrophic event, thereby causing significant economic losses, environmental damage; and posing serious threat to the safety of the enterprise personnel.…”
