Researching the Margins: Feminist Critical Policy Analysis

Abstract: The powerful define the mainstream policy problems and determine the appropriate concerns for research in education. Those in power have operated for years from a male-normed paradigm. As a result, the needs and contributions of women have been marginalized. This article uses frameworks from the politics of knowledge and discourse to analyze ways in which gender research has been controlled and depoliticized. It identifies ignored feminist research and then poses challenges to researchers.

“…In this regard, understanding policy as a discourse is helpful. Discourse produces and limits the 'truth' or 'knowledge' that is available for us within specific time and context; and those who control discourse tend to exclude other 'truths' and concerns (Marshall, 1999;Bacchi, 2009). In the public policy arena, this means excluding alternative ways of thinking and doing in relation to a particular social problem.…”

“…Recent work on global citizenship (Stromquist 2008;Ortloff 2009;Frey and Whitehead 2009;Marshall 1999;Davies 2006) as well as contemporary work on multiculturalism (Nieto 2004;Banks 1997Banks , 2004Kymlicka 1995Kymlicka , 2001Appiah 2005) have intimated that multicultural and global citizenship are necessarily intertwined. However, there is also an inherent tension between them.…”
