In the information age, real-world data-based evidence can help extrapolate and supplement data from randomized controlled trials, which can benefit clinical trials and drug development and improve public health decision-making. However, the legitimate use of real-world data in China is limited due to concerns over patient confidentiality. The use of personal information is a core element of data governance in public health. In China’s public health data governance, practical problems exist, such as balancing personal information protection and public value conflict. In 2021, China adopted the Personal Information Protection Law (PIPL) to provide a consistent legal framework for protecting personal information, including sensitive medical health data. Despite the PIPL offering critical legal safeguards for processing health data, further clarification is needed regarding specific issues, including the meaning of “separate consent,” cross-border data transfer requirements, and exceptions for scientific research. A shift in the law and regulatory framework is necessary to advance public health research further and realize the potential benefits of combining real-world evidence and digital health while respecting privacy in the technological and demographic change era.

Optical grating devices based on micro/nanostructured functional surfaces are widely employed to precisely manipulate light propagation, which is significant for information technologies, optical data storage, and light sensors. However, the parameters of rigid periodic structures are difficult to tune after manufacturing, which seriously limits their capacity for in situ light manipulation. Here, a novel anti‐eavesdropping, anti‐damage, and anti‐tamper dynamic optical encryption strategy are reported via tunable mechanical composite wrinkle micrograting encryption systems (MCWGES). By mechanically composing multiple in‐situ tunable ordered wrinkle gratings, the dynamic keys with large space capacity are generated to obtain encrypted diffraction patterns, which can provide a higher level of security for the encrypted systems. Furthermore, a multiple grating cone diffraction model is proposed to reveal the dynamic optical encryption principle of MCWGES. Optical encryption communication using dynamic keys has the effect of preventing eavesdropping, damage, and tampering. This dynamic encryption method based on optical manipulation of wrinkle grating demonstrates the potential applications of micro/nanostructured functional surfaces in the field of information security.

Privacy protection has become a central issue in information science, with the General Data Protection Regulation (GDPR) significantly impacting information ecosystems. Research gaps persist in understanding the causal relationship between GDPR implementation and websites' proactive changes, such as adopting privacy compliance technologies. This study aims to examine the influence of GDPR implementation on websites' information ecosystems and identify boundary conditions that may affect this relationship. Utilizing domain‐level data from a professional platform tracking website technologies before and after GDPR implementation, which encompasses a comprehensive longitudinal dataset of over 1.2 million websites, our results indicate that GDPR implementation has increased the decision, breadth, depth, and intensity of adopting related technologies. The variance in these adoptions is significantly shaped by the differing levels of institutional impacts experienced by trailblazing versus laggard industries. Our study contributes to the literature by revealing the importance of policy factors in fostering a healthier information ecosystem. We demonstrate the complex nature of the relationship between policy factors and technology adoption, highlighting the need for researchers to consider institutional context and industry‐specific characteristics. We further discuss valuable insights for relevant stakeholders.
