By using the methods of literature, content analysis, and other research methods, with the help of NVivo12 qualitative analysis software, this article excavates and quantitatively analyzes 37 sports event risk policy texts issued by the State Council, the State Sports General Administration, the China Athletics Association, and other institutions from 2014 to 2022 from three dimensions of policy tools, decentralization reform, and influencing factors. Research shows: (1) In the dimension of policy tools, the risk policy of sports events is mainly based on environmental policy tools, the total amount of supply policy tools is moderate, the demand policy tools are relatively insufficient, and the internal factors of each tool are not balanced.(2) In the dimension of "streamline administration, delegate powers, and improve regulation and services", policy tools mainly play a role in optimizing services and supervision and management, but decentralization is relatively lacking, and each tool has insufficient traction on the demand side.(3) In the dimension of influencing factors of event risk, the policy tools are mainly based on the supply side of personnel factors and management factors, supplemented by the environment side, but the overall demand side is insufficient. Based on this, the study puts forward the following optimization suggestions:(1) Optimize the combination effect of policy tools and form a systematic policy tool; (2) Continue to further promote the reform of decentralization, management and service, and improve the coupling between policies;(3) Improve the synergy between the risk factors of the event and the policy tools, and create a new situation of co-construction, co-governance, sharing and safe running of the competition.

This article reviews the critical issues surrounding the development of sustainable urban environments, focusing on the impact of transport and urban form on energy consumption and greenhouse gas emissions. The aim is to provide an overview of the state-of-the-art on the subject and to unravel what directions the literature suggests for sustainable urban planning. Current research and practices are synthesized, highlighting the interdependence of urban design and transportation systems in achieving sustainability goals. Important dimensions and practices of city planning and transport policies are explored, including urban form, urban sprawl, mixed land use, densification and infill, and urban public spaces, and how these directly influence transport dynamics, including modal choices and energy consumption. Innovative approaches in urban planning, such as transit-oriented development, and technological advancements, such as electric mobility, are also examined and their potential roles in sustainable urban transport. The conclusion underscores the urgency of adopting holistic and adaptable strategies to foster sustainable urban environments, calling for concerted efforts from policymakers, urban planners, and communities. Awareness of the conclusions can help municipal decision-makers in planning their cities for a sustainable future. Finally, the authors analyze important directions for future research and practical applications towards developing cities that are environmentally sound, socially equitable, and economically viable.

It is necessary to build a simulation calculation model that is more in line with the actual rural energy endowment and development needs. Prediction and analysis of the total rural energy demand in the context of energy transition. The rural energy demand is affected by many factors, and the traditional single model contains very limited amount of information, which easily leads to a large deviation between the prediction results and the actual situation, thereby reducing the prediction accuracy. In view of this, in view of the complex and difficult to predict the influencing factors of rural energy demand under the new economic normal, based on the back propagation neural network-particle swarm-genetic hybrid optimization algorithm, a total rural energy demand forecast based on energy consumption intensity was constructed method. Firstly, select the key influencing factors of the total rural energy demand forecast and conduct path analysis to compare the explanation strength of the influencing factors on energy demand; secondly, construct the energy consumption demand regression model, and calculate the parameters based on the back propagation neural network-particle swarm-genetic hybrid optimization algorithm. Estimation results; finally, the scenario is given, and the regional rural energy demand forecast results are obtained by using the regression model. Empirical analysis shows that four aspects of GDP, industrial structure, energy utilization efficiency, and rural energy consumption are strongly correlated with the total rural energy demand. At the same time, the prediction error of this study can reach about 1.35%, which can predict future rural energy demand. The total amount to guide the construction of the rural energy system.
