Promoting coupling coordination between marine scientific and technological (S&T) innovation and the high-quality development of the marine economy is an important measure to realizing sustainable marine development. Based on the complex adaptive systems theory, sustainable development theory and regional coordinated development theory, this study analyzed the coupling coordination and its influencing factors between marine S&T innovation and the high-quality development of the marine economy with China’s coastal provinces as study areas. The result showed that: (1) The coupling coordination fluctuated upward, changing from on the verge of dissonance to well-coordinated. (2) There was an agglomeration of high-level coupling coordination in central and eastern coastal provinces while the polarization between high-level and low-level coupling coordination was significant. (3) The improvement of coupling coordination mainly depended on the consumption expansion demand, multidimensional spatial integrated development, and industrial improvement demand. Regional heterogeneity of influencing factors existed in southern and northern coastal regions. (4) To improve coupling coordination, we should establish a demand-oriented mechanism for coordinated development between marine S&T innovation and the marine economy, and strengthen the multi-dimensional spatial planning and the guidance and guarantee functions of coastal governments, in particular to introduce and implement policies that suit local conditions. This research may supplement and improve the theoretical discussion and practical experience concerning sustainable marine development.

Evaluation and Countermeasures of High-Quality Development of China’s Marine Economy Based on PSO-SVM

An accurate grasp of the high-quality development of the marine economy is important for the timely adjustment of marine policies and the promotion of sustainable development of the ocean. Based on the latest development philosophy, this paper constructed the evaluation index system of high-quality development of marine economy from five dimensions including innovation, coordination, green, openness, and sharing. The particle swarm optimization (PSO) algorithm and support vector machine (SVM) model based on the entropy weight composite index were employed to evaluate the high-quality development of China’s marine economy from 2006 to 2017. The spatial and temporal distribution characteristics and dynamic evolution mechanism were revealed. The random forest model was applied to analyze the main driving factors of high-quality development of the marine economy. It was found that: (1) The high-quality development level of marine economy in Guangdong, Shandong, Jiangsu, Zhejiang, and Shanghai has always been in the forefront. The growth rate of high-quality development level of marine economy in Guangdong and Shandong was 53.69% and 37.69%, respectively. The growth rates of Fujian and Hainan were 43.46% and 33.68%, respectively. Jiangsu and Zhejiang accounted for 33.30% and 24.47%, respectively. (2) The regulation methods of the main driving factors were examined. It was necessary to adhere to innovative development and improve the marine scientific research, education, management, and service industry, in addition by optimizing and adjusting the marine industrial infrastructure and spatial layout. It is also critical to strengthen the comprehensive prevention and control of land and sea pollution and implement the total emission control of pollutants into the sea. (3) Finally, the pathway for high-quality development of marine economy was analyzed and future directions were proposed.

As one of the important forces promoting the development of the marine economy, the marine biomedical industry (MBI) shows typical knowledge and technology-intensive characteristics. It is of great significance to explore the industrial innovation dynamic mechanism for breaking through the bottleneck of innovative development as well as achieving high-quality development. This paper constructed a system dynamics model for scientific and technological innovation (STI) in the MBI and then explored the dynamic mechanism of STI in the industry through simulation. The study found that, in the innovation environment subsystem, the two factors of the intellectual property protection intensity and the government’s scientific research funding input had the most significant positive driving effects on STI of the MBI; the promotion of government education funding input showed a significant strengthening trend over time, while the marine environmental regulation intensity had comparatively little effect on the level of STI. In the subsystem of innovation input, both innovation funding input and innovation personnel input were the direct driving forces for the improvement of the STI level. And enterprises played a dominant role in STI because the STI level of the MBI was more sensitive to the changes in enterprise innovation input. Compared with the individual factor input, the synergistic promotion effect of multiple factors is more significant. In addition, it was found that there was a low conversion rate of scientific research achievements in China’s MBI by analyzing the influence of various factors changing on technological output and economic output. Based on the research results, this paper puts forward corresponding policy suggestions in order to provide theoretical support and a practical basis for promoting the technological innovation level of China’s MBI as well as references for other countries.
