In order to cope with the challenges of the rapid development of the information society and economy, the educational reform aiming at students’ development of vocational literacy in higher vocational education has become a basic consensus in the field of global education. Based on MOA theory, this paper constructs the research hypotheses on the influencing factors of vocational literacy of higher vocational students in the modern service industry from the dimensions of motivation, opportunity and ability. Multiple linear regression theory is introduced to analyze the influencing factors of vocational literacy of higher vocational students in the modern service industry, and the regression coefficients are estimated by penalized quantile regression. In order to verify the application validity of the research hypotheses and regression model constructed based on MOA theory in this paper, an empirical analysis was carried out by using the data in the way of a questionnaire survey. The results show that the factor loading values of each variable of the model are higher than the critical value of 0.6, and most of the factor loading values are above 0.8. The correlation coefficients between vocational literacy and the dimensions of the influencing factors are all in the range of 0.2-0.5, and the adjusted R2 results of the model of motivation, opportunity as well and competence exceed 65% of the degree of explanation. The connotation of vocational literacy for higher vocational students of the modern service industry under the MOA theory needs to deeply excavate their motivation for learning and pay attention to the construction of the internal and external environments as a way of improving the learning ability of the students.

Effective method of bilateral matching decision-making could drive the property transaction market more dynamic and healthier. In the property trade process, once intermediaries are conscientious, the portrait of matching parties are clearly described, a reasonable and satisfactory result can be got. However, the intermediary moral hazard and the loss of the description about the characteristics of matching parties can affect the matching result. By developing a method for a property transaction platform, this paper proposes a novel approach that considering intermediary moral hazard to improve matching efficiency. A mathematical model of intermediary moral hazard is performed, and then the price and other evaluation indicators of sellers and buyers are described by five different types of value forms. A multi-objective bilateral matching decision-making model that “minimizes the intermediary moral hazard in the case of the maximum benefits of the matching parties” is constructed and solved by the dictionary order method. A real case study of property trade platform is presented to illustrate how the proposed approach could be applied in practice. The results of this research indicate that the proposed approach is a useful tool for matching sellers and buyers under the intermediary moral hazard and has substantial practical application.

Public real estate is considered an integral part of national wealth. It generates a wide range of economic activities that contribute to creating and providing common public goods. This study examines the efficiency of public real estate management in Lithuania. Our findings show that public property use, disposal, and management strongly depend on the managerial approach. We apply data envelopment analysis (DEA) in addition to the income value, regression, and correlation methods. We find that there are certain biases present due to the exclusion of some state-owned properties from the public register. Furthermore, we identify the need for greater precision in the indicators used for financial reporting of state-owned assets. The excessive number of vacant asset units poses a challenge, as it requires substantial maintenance expenditures. Moreover, the appraisal of alternative use of these assets is lacking, thereby limiting the potential for maximizing public benefits. Our analysis reveals that the rental price per 1 m2 and the residual value of the leased premises are the most critical determinants influencing the management efficiency of publicly owned property. Furthermore, it is evident that the residential property is the only type of state-owned property managed efficiently within the Lithuanian public sector. These findings underscore the importance of formation of robust public real estate policies.
