In Japan, shrinking densely built-up cities face the dual issue of lacking open spaces and increasing underutilized lands, such as vacant lots, lots with vacant houses, and parking lots. These unused land patches can be temporarily repurposed as open spaces for evacuation and recreation. However, identifying such clump is methodologically challenging. To address this issue, lot geometry is utilized. The study thus aims to investigate the frequency and size of contiguous underutilized lands, called the contiguity of underutilized lands, at a specific time point and under their temporary uses. A densely built-up area in Kobe city, Japan, was selected for the empirical case study. A comparison with simulation results shows that the observed static contiguity of underutilized lands tends to be more substantial than a uniformly random distribution. It shows a certain feasibility of a temporary use policy conducted in the case site. Specifically, when considering the temporary uses of underutilized lands, the maximum area of contiguous temporary open spaces is 583 m2, meeting the area requirement for a redevelopment project in Kobe. Utilizing parking lots can further extend the maximum area up to 945 m2. Nevertheless, policy makers need to promote the joint development of privately owned lots facing a wide roadway, as these are unlikely to become temporary open spaces. This study contributes not only to providing new methods for land use change simulation using lot geometry to analyse the contiguity of underutilized lands under their temporariness but also to demonstrating the feasibility and limitations of a temporary use policy.

<b>Regional Differences in the Socio-economic and Built-environment Factors of Vacant House Ratio as a Key Indicator for Spatial Urban Shrinkage</b>

The phenomenon of urban shrinkage is surging through cities in Japan. To understand the current situation of urban shrinkage in Japan, the number of vacant housing would be one of the key indicators. The purpose of the study is to clarify the regional differences in the socio-economic and built-environment factors of vacant house ratio as a key indicator for spatial urban shrinkage. The characteristics of cities are identified by means of socio-economic and built-environment factors, which enable us to describe the current situation of spatial urban shrinkage more precisely. In this analysis, 771 cities in Japan are original units in order to articulate the geographical differences in urban shrinkage. To differentiate regions, we classified cities according to urban employment area (UEA) into 4 categories. Using 7 socio-economic and built-environment variables, a general linear mixed model was employed to clarify the statistical significances in each UEA category. The key findings were as follows. First, strong trends of vacant house ratio and its factors among categories were found. Second, socio-economic factors affecting vacant house ratio in each category were statistically significant in all the categories. Third, builtenvironment factors also had a clear relationship with vacant house ratio, but the influences varied among the four categories. Finally, in order to prepare for future spatial urban shrinkage, areas of anticipated spatial urban shrinkage were identified from the results of the study.

Suitability Analysis for the Emergency Shelters Allocation after an Earthquake in Japan

Japan is exposed to several natural phenomena; the damages caused by earthquakes were enormous in particular. An emergency shelter is a place for people to temporarily live when they cannot remain in their previous homes, and it is necessary for each community to, respectively, allocate such facilities in Japan. There are the districts that are short of such facilities, especially in rural and suburban areas, because emergency shelters mainly concentrate near large-scale stations and city centres in Japan. Against these backdrops, using geographic information systems (GIS), an applied statistical method and public open data related to population and emergency shelters, the present research aims to quantitatively conduct a suitability analysis for the emergency shelters allocation after an earthquake in Japan. Based on the results, the present research grasps the districts that are short of emergency shelters, and visually shows the places where such facilities should be newly established on the digital map of GIS. Additionally, the assessment method is reproducible in the spatial and temporal dimension. It is necessary to create an original data related to emergency shelters to raise the reliability of the results, as the present research has the limitation of data availability.
