The digitalization of public administration is a necessary condition for the economic and social development of each country. In this context, e-government is developing and diversifying its forms of implementation, contributing significantly to the efficiency of public administration, to increasing the degree of transparency and to reducing corruption in public institutions. The aim of the research was to know how the states of the European Union evolved from the point of view of e-government and what influence it had on the economic development of the analyzed states and on the European citizens during the analyzed period. For this we selected ten research variables from several databases: Eurostat, the World Bank and the United Nations E-Government Development Database (UNeGovDD) of the United Nations. The period for which we did the analysis is 2010 – 2019. Using EViews 12 we applied panel Principal Component Analysis to reduce the 10-variable panel into a lower dimension of 3 principal components to find the underlying simplified structure. The three principal components retained explain about 76.5 % of the initial information. The research results show significant differences between the states analyzed, in terms of e-government, but also in terms of the impact it has on government effectiveness, controlling corruption, e-participation of European citizens and the economic development of Member States. In countries with a high level of e-government implementation, governance is efficient, corruption is low, citizen involvement is higher and economic development is faster.

Technological advances and the use of websites have become mandatory tool for any political entity trying to succeed in the competition for votes. The main objective of the study is to identify the level of effectiveness of political communication on the websites of selected political parties in Slovakia. The evaluation is based on the application of the framework for functionality and effectiveness of communication of political parties and their candidates on websites. According the framework applied, the partial objectives represent the identification of information flows on website in five different ways: from the bottom up, from the top down, horizontal, asynchronous and synchronous. A structured review of the research on the issue provides a basic perspective for identifying similarities, differences, challenges, and positives, as well as the possibility to carry out a comprehensive confrontation with the study’s findings. The analysis focuses on the environment of the Slovak Republic, looking at the example of eight selected political parties from the period of the last elections – 2020. The data collection used techniques according to the nature of the examined indicators set according to the framework. To evaluate the data, we apply basic statistical analyses with a comparative form of presentation. The findings demonstrate a medium to higher degree of effectiveness of the communication of selected political parties on the websites. The quality and scope of the information provided on websites is also currently related to the length of time in the party system, regardless length of representation in the parliament. According to study results the deficits primarily appear when providing answers to questions outside of published information, using an interactive form of content or more active cooperation with partner websites. The observed state of the selected cases demonstrates the one-way nature of the provision of information from the subject to the recipient.

The aim of the article is to present the basic aspects of command, functioning, decision-making, and responsibility. The author focuses on showing the broadly understood command system, especially in the course of implementing security tasks. Therefore, the content of the article presents an analysis of basic definitions, goals, assumptions, strategies of action for correctly perceived command based on the authority and genius of the person at the forefront of this process -the commander.Command is seen as a process in which the commander imposes their will and manner of operation through orders, supported by an element of planning, organizing, anticipating, motivating, and controlling. The main and most important assumption of command is to create all possible circumstances to ensure maximum safety of execution of the task as well as for the entities participating in it. While analysing command as a process within a system, it should be emphasized that modern command system should be structured in such a way as to enable action to be correctly planned in a timely manner with a flexible and rapid response to changes in the situation. The ideal command system organized on principles of security should be able to gather relevant information continuously, comprehensively, selectively, and quickly. Command is the process of imposing the will of the commander and implementing their intentions, controlling the action and being responsible for decisions that often have very serious consequences. It is a responsible, multivariant and multi-entity process, which implemented skillfully, strengthens the position of the decision maker, as well as affects the morale of the performers and strives for the final success of the task.
