Research, Monitoring, and Evaluation for the Federal Columbia River Estuary Program.

Abstract: SummaryThe purpose of this document is to describe research, monitoring, and evaluation (RME) for the Federal Columbia River Estuary Program, hereafter called "the Estuary Program." The intent of this RME effort is to provide data and information to evaluate progress toward meeting program goals and objectives and support decision making in the Estuary Program. The goal of the Estuary Program is to understand, conserve, and restore the estuary ecosystem to improve the performance a of listed salmonid populatio… Show more

“…Scientific knowledge specifically addressing this hypothesis, however, is sparse and current monitoring efforts are fragmented (Johnson et al 2008). This situation, although not prioritized explicitly, is identified in both the Mainstem Lower Columbia River and Columbia River Estuary Subbasin Plan (LCREP and LCFRB 2004), which includes ocean-type fall Chinook (Oncorhynchus tshawytscha) and chum (O. keta) salmon among its focal species, and the Implementation Plan for the Updated Proposed Action (USACE et al 2005), which includes specific reference to endangered Snake River fall Chinook salmon in the LCRE.…”

“…Endangered Species Act (ESA) has led to an extensive effort to improve and restore damaged freshwater and estuarine habitats. Much of this restoration effort is directed at wetland and floodplain habitats in the Columbia River estuary that have become substantially degraded or disconnected from the main-stem estuary by structures such as dikes and tide gates (Johnson et al 2008;NMFS 2008). Restoration of these habitats is intended to increase the capacity of the estuary to provide food, refuge, and other crucial ecosystem functions for juvenile salmon.…”

“…In a joint review, the Independent Scientific Advisory Board (ISAB) and the Independent Scientific Review Panel (ISRP) supported the tributary pilot studies (ISAB and ISRP 2004). Furthermore, the concept of a pilot monitoring study for the estuary was proposed in the Estuary/Plume RME Plan (Johnson et al 2004) and supported by the ISRP in its review of the plan (ISRP 2004, p. 10). However, the study we plan for 2007-2009 is not the same as the pilot study concept described in the Estuary/Plume RME Plan.…”
