Rent Seeking and the Unveiling of 'De Facto' Institutions: Development and Colonial Heritage within Brazil

Abstract: This paper analyzes the roots of variation in de facto institutions, within a constant de jure institutional setting. We explore the role of rent-seeking episodes in colonial Brazil as determinants of the quality of current local institutions, and argue that this variation reveals a de facto dimension of institutional quality. We show that municipalities with origins tracing back to the sugar-cane colonial cycle-characterized by a polarized and oligarchic socioeconomic structure-display today more inequality i… Show more

“…Thus, we look at the variation over time in the provision of public elementary education, holding constant colonial institutions, either through fixed effects or by holding constant variables common to all states (e.g., identity of the colonizer, religion, or legal origin). By focusing on variation over time, rather than just on path dependence since colonial times, our findings contrast with the growing literature on colonial institutions in Brazil (Naritomi, Soares and Assunção, 2007;Wegenast, 2009;Summerhill, 2010;de Carvalho and Colistete, 2010). …”

“…The study of the mechanisms behind the long-term processes that determined the development successes or failures of countries and regions has spurred research drawing lessons from history for a better understanding of the long-term forces driving economic development (Engerman and Sokoloff 1997;Acemoglu, Johnson andRobinson 2001, 2002;Naritomi, Soares and Assunção 2007;Nunn 2007Nunn , 2010Banerjee and Iyer 2010).…”

“…It also relates to a growing literature on the historical determinants of local institutions and economic performance in Brazil. Naritomi, Soares and Assunção (2007) study the colonial origins of institutions in Brazil looking back to the sugar-cane and gold cycles of the seventeenth and eighteenth 6 Easterly and Levine (2009) argue in favor of an important role for human capital in long-term development of former colonies. De Carvalho Filho and Colistete (2010) find that in the state of São Paulo, immigrant farmlaborers from countries where public schooling was already established may have played an important role in the early development of locally-funded public instruction, with long-lasting consequences for human capital and income levels.…”

“…Naritomi et al (2007) fazem uma análise institucional do Brasil através dos municípios para explicar o seu desenvolvimento. Eles procuram mostrar que a variação das instituições de fato, em nível local, influenciadas pelas origens coloniais (ciclos da cana-de-açúcar e do ouro), pode ser determinante para o crescimento.…”
