The Sustainable Development Goals (SDGs) and associated targets focus on a wide range of global issues and can be useful in coastal challenges such as climate change and green economic growth. The aim of this study is to tailor the SDGs, as a universally recognized policy framework, to assess the sustainability performance for coastal flood protection management to enhance climate-resilient and adaptable coastal development. To operationalize this aim, the SDG Sustainability Impact Score (SDG-SIS) framework was developed. Based on system functionalities for the land–sea interface, 38 SDGs were identified in the SDG-SIS framework. Given the availability of public numeric data, only 12 SDG targets are connected with Key Performance Indicators (KPIs). The SDG-SIS framework was applied to two different sets of cases, including five coastline and five sand nourishment cases. This study shows that the geographical and socioeconomic characteristics of the two sets of cases should be considered in the selection of system functionalities as well as the consideration of SDG targets. Moreover, cross-linking cumulative consequences of SIS do not directly indicate the level of sustainability, but the individual SDG target data are essential to reveal the underlying details. This stresses the importance of prioritizing SDGs to serve as leverage for policymakers to optimize the climate resilience and adaptation of coastal management. The SDG-SIS framework enables the support of coastal policy by addressing long-term measures and providing a sustainable vision for future implementation.

Abstract. Timely and accurate change detection of Earth’s surface features is extremely important for understanding relationships and interactions between human and natural phenomena to promote better decision making. The bi-temporal hyperspectral imagery has a high potential for the detection of surface changes. However, the extraction of changes from bi-temporal hyperspectral imagery due to special content of data, and environment conditions (atmospheric condition), change into challenging task. To this end, this research proposed a change detection framework based on deep learning using bi-temporal hyperspectral imagery. The proposed framework is applied in two main steps: (1) predict phase that the change areas highlighted from no-change areas using image differencing algorithm (ID), (2) decision phase that it decides for detecting change pixels based on 3D convolution neural network (CNN). The efficiency of the presented method is evaluated using Hyperion multi-temporal hyperspectral imagery. To evaluate the performance of the proposed method, two bi-temporal hyperspectral Hyperion with a variety of land cover classes were used. The results show that the proposed method has high accuracy and low false alarms rate: overall accuracy is more than 95%, and the kappa coefficient is greater than 0.9 and the miss-detection is lower than 10% and the false rate is lower than 4%.

The UN’s 2030 Agenda defined 17 Sustainable Development Goals (SDGs). In order to ensure the implementation of this global agenda, the UN proposed a systematic follow-up and review through indicator-based tracking and reporting of the progress with statistical and geospatial information toward SDGs at national, regional, and global levels. This has posed many technical and institutional challenges. Although international communities have devoted great attention to this hot topic, most of their work has focused on the conceptual design and preliminary testing. There are very few good practices for a comprehensive measurement and assessment of progress toward SDGs with the integration of statistical and geospatial information at national or local levels. This paper presents the methodology and results of a pioneer project which measured the progress toward SDGs at a local level in China (i.e., Deqing County) by integrating statistical and geospatial information. In this study, a number of technical/institutional issues have been tackled, such as the adoption of appropriate indicators at a local level, availability and acquisition of reliable data sets, and spatiotemporal analysis with a geographical perspective, interaction between SDGs and cross-sector coordination. The major conclusions are (a) the comprehensive progress toward SDGs in Deqing can be most appropriately measured and assessed by integrating geospatial and statistical information; (b) Deqing has made significant economic and social advances while maintaining a good ecological environment over the past few years. The results were released at the first United Nations World Geospatial Information Congress as a good practice and a live example to stimulate discussions.
