Ravenstein, writing in 19th century papers, observed that migration varied with the life course. However, he did not investigate this variation in detail, as the necessary data were not then available. Age-specific migration has been a focus for researchers of migration in the 20th and 21st centuries. Building on this research, the current paper explores age-specific migration in Russia focussing on its spatial diversity. We compare age-specific migration patterns found in Russia and those observed in other developed countries. For this investigation, we mainly use Russian administrative data on residence registration for 2012-2016, together with information on populations by age in the latest census in 2010. The data are analysed using a classification of local administrative units classified by degree of remoteness from Russia’s principal cities (regional centres). The main results are as follows: In Russia, young people participate strongly in migration flows between peripheral territories and regional centres. The net migration surplus in regional centres is mostly produced by the migration of 15-19 year-olds starting further and higher education courses. Peak migration occurs in this age group. This type of migration represents upward mobility in the spatial hierarchy because institutions of higher education are located in the large cities. People aged 20-29 and 30-39 migrate in much smaller numbers, but they also replenish the population of regional centres. The inflow of middle-aged migrants and families with children was directed to the areas located closest to the regional centres, the suburbs. This type of migration is observed in regions with a well-developed middle class with high purchasing power, for example, in the city of Moscow and in the Moscow Region. Peripheral territories have similar profiles of age-specific migration, but of loss rather than gain. The farther they are from regional centres, the more significant the outflow of young people and the stronger the impact of migration on population ageing. The rural periphery and small cities attract only elderly migrants, but this inflow is far smaller than the outflow of young people. The directions and age selectivity of migration observed in other countries are thus also found in Russia, although there are important differences associated with the nature of housing in Russian cities and regions. * This article belongs to a special issue on “Internal Migration as a Driver of Regional Population Change in Europe: Updating Ravenstein”.

Migration and Investment Activity of Residents of Russian Cities in the Housing Market of Moscow Agglomeration

Based on the data on addresses of real estate buyers, we assess the investment activity of residents of Russian regions and cities in the primary housing market of the Moscow capital region (MCR) compared to the activity of their labor migrations to the MCR. The objects of our analysis are 149 Russian cities and 80 remaining parts of regions. This enabled us to analyze the specifics of migration and investment behavior for the first time, taking into account differentiation between cities and rural areas, between size classes of cities, and between individual large cities. This enabled us to fill in the gap in assessing the mobility of inputs, i.e., capital and labor. A sharp contrast between settlements of different sizes was revealed in the nature of their interaction with the MCR agglomeration. The intensity of labor migration to the Moscow agglomeration is decreasing rapidly and monotonically with increasing settlement size. The activity of nonresident homebuyers, depending on the population of the city of their residence, varies nonmonotonically, reaching its highest level for cities with populations of 250000-500000 people for Moscow's housing market and 100000-500000 people in Moscow oblast. Small towns and rural areas (except for the Khanty-Mansi and Yamalo-Nenets autonomous okrugs) are a source of labor for the Moscow agglomeration and show low investment activity in the capital's housing market. Million-plus cities provide a negligible inflow of labor migrants and are characterized by moderate activity in the MCR housing market, close to the national average. Compared to the premium housing and labor market of the City of Moscow, investment and migration flows to Moscow oblast are shifted to smaller settlements and lower-income regions. The attraction of Moscow oblast rapidly decreases with distance, extending to first-and second-order neighbors, while Moscow's influence is nationwide.

The specifics of and spatial trends in the development of rural areas in post-Soviet Moscow oblast, especially after the linear expansion of Moscow's territory, are considered. A combination of centripetal and centrifugal vectors of population mobility is shown, representing oppositely directed migrations: on the one hand, people are attracted to permanent residence and labor migrants stream into the capital and its suburbs from other regions of Russia and CIS countries; on the other, there is the drain of Muscovites to their dachas. The diversity of the suburban territory is shown with various degrees of remoteness from the capital. Highrise housing development beyond the city limits is characteristic of oblast municipalities closest to the Moscow Ring Road; therefore, the development around the capital continues in all directions like an oil spot. Nevertheless, housing construction activity in the southern and southwestern municipalities near Moscow, adjacent to New Moscow, has been higher in recent years, resulting in numerous insular bedroom suburbs whose residents work in Moscow. With a high density of the rural population and dacha dwellers, the emergence of areas of high-rise housing development creates many problems. The active expansion of housing development has led to a sharp reduction in agricultural land. Meanwhile, Moscow oblast, witnessing a severe decay of agriculture in many regions of the Non-Chernozem Zone, remains a powerful food producer, supplying not only the capital and its suburbs but also other Russian regions. All this makes Moscow oblast Russia's most successful region, as well as one of the most problematic.
