The City of Bandung has become a trading center, where one of its trades is Street Vendors. The complex problem regarding Street Vendors requires a comprehensive and integrated solution that is carried out democratically, collaboratively, and also mutually trusted by every stakeholder as the New Public Service offers. This research used a mixed-method approach. The determination of the respondents was carried out through purposive sampling. As an analysis unit in this study, the Street Vendors Task Force, Street Vendors organizations, and the street vendors themselves. The research data source consisted of secondary data and primary data. Secondary data was obtained from legal product reviews, planning documents, and budgeting. Meanwhile, primary data was carried out by using two methods, which were qualitative and quantitative methods related to democracy, collaboration, and mutual trust. From the research results, it could be concluded that the governance of street vendors has not yet run ideally. From the democratic aspect, it was shown a process of professional policy shift dynamics. Moreover, it affected the change in attitudes and work ethics of the Special Task Force, which was more humane and oriented toward the public interest. Likewise, law enforcement and policy legitimacy had been carried out more objectively and proportionally, as well as it adjusted to the dynamics within the field. The collaboration aspect was already underway by involving every stakeholder in the Street Vendors’ governance. Meanwhile, from the mutual trust aspect, the facts in the field have not yet been realized, and rigid regulations and behavior still bind each party based on the act of business as usual.

À l’instar de la plupart des pays de l’OCDE dans les années 2000, le Sénégal est en train de connaître des évolutions majeures sur le plan de l’enseignement supérieur. Le gouvernement de la République du Sénégal a mis en place un financement adossé aux résultats à travers des contrats de performance pluriannuels signés avec les universités publiques. Les étudiants (anciens et actuels) et les entreprises sont aussi sollicités pour contribuer au financement. Sur le plan de la gouvernance, d’un côté, l’Assemblée de l’université, instance interne de décision, est remplacée par le Conseil d’administration composé d’universitaires et de personnes extérieures représentant le monde de l’entreprise, les collectivités locales et la société civile, et choisies pour leurs compétences de gestionnaire et leur carnet d’adresses. Enfin, l’État restructure ses relations institutionnelles avec les universités publiques en mettant en place la Direction générale de l’enseignement supérieur et l’Autorité nationale d’assurance qualité de l’enseignement supérieur.

Dampak dari pengelolaan dana yang tidak maksimal ini berimbas kepada tidak dirasakannya manfaat yang berarti dalam mendorong kesejahteraan masyarakat. Dalam sebuah laporan yang disusun oleh (Sekjen dan BK DPR RI, 2020) menjelaskan bahwa berdasarkan amanat UU No.21 Tahun 2001 tentang Otonomi khusus bagi Provinsi Papua ayat (3), dana otsus ditujukan untuk pembiayaan pendidikan dan kesehatan. Oleh karenanya dalam meingat pada UU tersebut maka cita-cita dari diberikannya otsus adalah untuk mengurangi kesenjangan, meningkatkan taraf hidup, dan kesejahteraan rakyat khususnya di Provinsi Papua dan Papua Barat. Namun demikian, cita-cita ini terasa tidak berjalan maksimal yang salah satunya dikarenakan permasalahan pada alur pendanaan Otsus. Oleh karena itu, tulisan ini ditujukan untuk melihat bagaimana program kebijakan Otsus Papua khususnya pada Papua Barat dalam mensejahterakan masyarakat dan kendala apa saja yang ditemui dari sisi akuntabilitasnya. Dalam tulisan ini, penulis melakukan penelitian dengan menggunakan metode kualitatif dengan tahapan: pengumpulan data, analisis data dan penulisan laporan. Untuk pengumpulan data, penulis menggunakan studi kepustakaan (library research). Dari data yang ada menunjukkan bahwa walaupun terdapat tren peningkatan IPM di Provinsi Papua dan Papua Barat, peningkatan IPM pada kedua provinsi tersebut masih menduduki posisi terendah diantara 34 Provinsi di seluruh Indonesia. Dalam kurun waktu 20 tahun pelaksanaan Otonomi khusus masih menyisakan permasalahan khususnya pada persoalan pengelolaan dana Otonomi khusus sehingga dampak dari ketidakefek tidak penggunaan dana ini berdampak pada lambatnya pertumbuhan kesejahteraan masyarakat. Selain itu adanya faktor politik yang kerap kali menjadi hambatan dalam pengelolaan dana ini juga mejadi tantangan tersendiri. Hal ini didasari pada fakta penerapan Otusus pada tahun-tahun sebelumnya yang masih mengalami permasalahan yang sama. Oleh karenanya, kedepan diperlukan kebijakan yang dapat mengatur dengan tegas mengenai audit kinerja dana Otsus di Papua dan Papua Barat hal ini dikarenakan salah satu masalah besar yang menjadi hambatan dalam efektifitas penggunaan Otsus adalah tentang akuntabilitasnya.
