Rehabilitating mussel beds in Coffee Bay, South Africa: Towards fostering cooperative small-scale fisheries governance and enabling community upliftment

Abstract: Along the coast of South Africa, marine resources play a significant role in supporting livelihoods and contributing to food security in impoverished rural communities. Post-apartheid fisheries laws and policies have begun to address traditional fishing rights and development needs, and new management arrangements are being implemented. “…This issue is particularly pressing because of the rapid increase in infrastructure developments in this region [53], including the construction of a coastal highway [54] that will make remote areas of the Wild Coast more accessible. This may facilitate the overexploitation of coastal resources, which is already a major problem along much of South Africa's coastline [55][56][57][58][59][60]. In addition, even though the present study rejected the idea that Hymenosoma longicrure is endemic to this region, it cannot be ruled out that the Wild Coast harbours endemic species.…”

“…Social interventions including education and awareness raising can take years or decades to result in changes to the ecosystem, obscuring the exact causation and disincentivizing academic research. Additionally, although some of the research has indicated positive effects for shellfish reefs from social actions like program outreach (Calvo‐Ugarteburu et al 2017) and classroom education (Brumbaugh et al 2000), these have been in conjunction with other interventions, clouding the impact of the social interventions alone. Therefore, these gaps are areas for which preliminary evidence would be useful, but may not be easily obtained.…”

“…(1) Concept of human resource management Human resource management is modern personnel labor management. It is planning, organizing, motivating, and controlling activities in the acquisition, development, maintenance, and use of human resources [14][15]. It is the theory, ideas, methods, and techniques of studying the adjustment of human-to-human relations in an organization, and the coordination of people and things to fully develop human resources, tap people's potential, mobilize people's enthusiasm, improve work efficiency, and achieve organizational goals.…”
