Registration of Multi-Level Property Rights in 3D in The Netherlands: Two Cases and Next Steps in Further Implementation

Abstract: This article reports on the first 3D cadastral registration in The Netherlands, accomplished in March 2016. The solution was sought within the current cadastral, organisational, and technical frameworks to obtain a deeper knowledge on the optimal way of implementing 3D registration, while avoiding discussions between experts from different domains. The article presents the developed methodology to represent legal volumes in an interactive 3D visualisation that can be registered in the land registers. The sourc… Show more

“…Even some countries do support the registration of 3D spatial units, this is done mostly using 3D drawings (e.g. survey sketch capturing the 3D geometry of the object or 3D pdf file showing the legal extent of 3D spatial units [27]). To enable the effective functioning of the 3D cadastre, the 3D data have to become an integral part of the cadastral spatial database.…”

“…However, the database with parcels is still 2D. The first 3D cadastral registration of multi-level ownerships rights has been accomplished in The Netherlands, in 2016 [53], as a result of many years of research and development. This was without any change to the law and no 3D geometry in the database to describe the parcels (just a 3D drawing as part of the deed submitted in pdf).…”

“…These studies mainly focused on the IFC standard and its capabilities for managing cadastral information at a data model level. However, more recent studies implemented prototype BIM models to showcase the feasibility of this environment for managing 3D cadastral information [32,33]. BIM authoring tools typically do not provide strong mechanisms to identify and query physical elements defining 3D legal boundaries in a BIM model.…”

“…Stoter et al [33] reported on the first registration of 3D cadastral objects in the Dutch jurisdiction. The data source for this registration was BIM models of two complex developments: a railway station and a complex building.…”
