Regional Transport Plans: From Direction Role Denied to Common Rules Identified

Abstract: This paper concerns transportation planning with a specific focus on the regional level. In the context of spatial and transport integrated planning, the paper proposes a structured and systematic identification of the plans. At the European level, specific indications, prescriptive communications, and finalized funds are given to the national infrastructures by means of the TEN-T plan and program, while a Communication and specific guidelines for the Sustainable Urban Mobility Plan have been published as a us… Show more

“…The analysis carried out for the last 15 years in Spain has been quite revealing about a problem of urban planning in cities that, due to its fairly recent nature, has had little attention paid to it in the current scientific literature [ 46 , 47 , 48 , 49 ]. One of the issues found during the bibliographic review of the 47 urban mobility plans analyzed, was the existence of a certain heterogeneity in their approach.…”

“…Comprehending the pandemic effects on urban mobility is of strategic importance to urban planners to catapult the virus-induced momentum to revive sustainable and resilient transport modes ( Nikitas et al, 2021 ). Integration of multi-dimensional transport plans involves decisions on public transits, non-motorized transport, mobility management, modal integrations, and strategic investments ( Russo & Rindone, 2021 ). Long-term objectives have to be accomplished through short-term actions with adequate quantifiable targets.…”

“…Moreover, future research should consider the integration of the new ACT systems with the traditional mobility ecosystems, planning and practices, through multimodal and intermodal thinking and through Mobility as a Service (MaaS) approaches. New mobility planning methods and models for AVs integration in the urban mobility systems should be incorporated into the next generation of SUMPs, and to consider as well at a wider dimension (respectively at regional transportation plans [55] when it will be required by the Romanian legislation), knowing that the influence of urban transport goes beyond the urban area borders. The new ecosystem of new AV-based public transport models and new shared, automated mobility should be designed through a quadruple helix approach, involving the four main categories of actors in the innovation system: science (research and academia), policy, industry, and society.…”
