The varying rates of recovery of European regional economies from the 2007 to 2008 economic crisis have raised interesting questions about the sources of economic resilience. Policy discourse has increasingly asserted the role played by innovation in facilitating rapid recovery from economic shocks, whilst evolutionary thinking has highlighted the specific importance of innovation capacity. However, empirical evidence on this is lacking. This paper addresses this gap by providing new empirical analysis of the relationship between regional innovation capacity and the resilience of European regions to the crisis. It finds that regions identified as Innovation Leaders at the time of the crisis were significantly more likely to have either resisted the crisis or recovered quickly from it (i.e. within 3 years). This provides important insights for evolutionary approaches theorising the relationship between innovation and resilience. JEL Classification R1 · O3

This paper illustrates approaches to flooding risk governance in a territory where a high density of population corresponds to a high level of industrial activities and a significant development of transport infrastructures in a transboundary context between France, Germany and Switzerland. In the last few years, some fundamental changes in European official instructions about risks and especially about flooding risks occurred. Substantial public policy challenges remain in order to promote a broad-based resilient territory twinned with local knowledge of sustainable land management and civic participation in local governance. The survey is based on a GIS study and questionnaires with a representative panel of 235 stakeholders from the studied territory. Our statistical results demonstrate that, in spite of a deep-rooted mindset as regards flooding hazards, local population awareness of the territorial vulnerability is not related to important challenges. A hierarchical analysis of the data shows that the awareness of stakeholders is less related to the importance of risks when the territorial level decreases. It also highlights the decline of solidarity among neighbouring communities when the distance from the industrial axis increases. Greatly impacted by flooding risks, industrial activities of the regional basin are paradoxically not really perceived as common challenges. Such a case study illustrates how public policies need to be relevant to the adapted levels. Awareness of common issues is a central target to develop acceptance in order to provide an efficient framework of resilience, including willingness to pay to reduce the risk and solidarity in local development compensations. Abstract. Sustainability in all its guises is important for the long term continuance of manufacturing. The ideas of local sustainability and resilience have become increasing popular topics for study. The drive for economic resilience is causing governments to look at regional strategies to improve economic sustainability and resilience. A recent example of this is the establishment of a Cardiff Capital Region (CCR) in Wales. This exploratory study takes an initial look at the resilience of manufacturing in the CCR vis-à-vis economic resilience using the FAME dataset and QuiScore measure. Results indicate that on the whole manufacturing looks broadly healthy. However, some potential areas of concern were identified, many of the biggest and healthiest companies are not headquartered in the CCR, whereas 98% of the weakest companies are, and there are inter and intra sectorial differences. The study also suggests that measures such as QuiScore should perhaps not be used in isolation as its methodology is unknown and a large number of companies do not have QuiScores.
