The housing problem remains one of the most acute and socially significant, since the possibility of acquiring and improving housing conditions for citizens becomes difficult and impossible to achieve without state support. In particular, a decrease in housing affordability is associated with the quality and growth in the cost per square meter of housing, the tax burden and the annual increase in housing maintenance costs. Nevertheless, the main criterion characterizing the growth of reproduction and ensuring the comfort of living is the income level of the population. Housing is a social criterion and an indicator of the life quality of the population, affecting labor productivity, growth in gross domestic product, dynamics of demographic processes, and economic activity of the population. Undoubtedly, the availability of housing is the main indicator of the economic and social development of the state. Unfortunately, despite the positive dynamics of the housing affordability indicator, there are a number of problems that need to be addressed within the framework of the formation of comfortable housing. And also, it is necessary to introduce the affordability barriers to understand the complexity of creating an affordable housing market. In this article, the authors present a model for increasing housing affordability, taking into account an accurate assessment of the possibility of its acquisition. In addition, we offer a solution to this socio-economic problem by supporting the development of housing cooperation, which shall be expressed in the formation of new legal institutions and instruments that contribute to the guaranteed accumulation of funds by citizens for the acquisition of real estate.

To study issues of social deprivation and inequality, scientists explore factors, correlations and various indices and models. The deprivation indices are used in many countries to target interventions and policies to populations with the greatest needs. The aim of this research is to construct stratification scale of Russian households for the period of Covid-19 pandemic to study their social deprivation. The data source for household social deprivation is the Russian Longitudinal Monitoring Survey (RLMS-HSE). The results show that the digital divide of households in extreme poverty greatly increases their social exclusion and increases social deprivation. About 50% of extremely poor households live in rural areas. It confirms the ongoing income stratification of urban and rural residents. About 30% of households do not own a car. In the context of the restrictions of the self-isolation regime, this is a significant factor in social exclusion. Low incomes and material deprivation do not allow such households to change this situation. Even not all rich households have access to high-speed Internet. This may be due to the underdevelopment of high-speed Internet infrastructure.

IntroductionIn the XXI century, competition has risen to a whole new level. Currently, not only specific enterprises but also entire countries compete with one another.They compete for access to resources -human, material, and capital -for sales markets of manufactured products, for investments into the development of regional businesses, etc. This competition is global in nature, and thus, neighboring countries presenting similar peculiarities form regions that are subjects of global competition and that act on behalf of all countries that form them.The most competitive regions become leaders in the global economy. They form coalitions and initiate strong relations with investors, further strengthening their competitiveness. These regions develop dynamically and boast strong quality of life Regional Innovation Development as a Feature of Competitiveness in the XXI CenturyThe authors of this paper hypothesize that one of the most significant features of regional competitiveness in the global economy is innovation development and that through innovation application, underdeveloped regions can reduce the gap between them and leading regions and can in turn surpass leading regions. The purpose of the article is to verify this hypothesis, to determine the role and significance of innovation development in the provision of regional competitiveness and to identify ways to increase the competitiveness of underdeveloped regions through innovation application. The methodological basis of the research is comprised of a specially developed proprietary methodology for the evaluation of regional competitiveness and a modified factor analysis methodology for the determination of factors of regional economic growth using the "economic miracle" case for various regions. Through this study, the authors validate the proposed hypothesis and conclude that innovation development critically shapes regional competitiveness by determining the quality of economic growth. The proposed model for increasing regional competitiveness on the basis of innovation development presents new opportunities to increase the competitiveness of underdeveloped regions through innovation application.
