Regional Development in Central-Eastern European Countries at the Beginning of the 21st Century: Path Dependence and Effects of EU Cohesion Policy

Abstract: Cohesion Policy has provided new impulses for development in Central and Eastern European Countries (CEECs) that continue to be challenged by regional disparities. This paper investigates the effects of the European Union Cohesion Policy on regional development. After presenting historical development patterns of the investigated area and opportunities afforded by this policy, its effects on a variety of indicators are analysed for the period 2007–2014. “…The former are based on the shared socialist-era history of Visegrad Group nations and the common patterns of development after transitioning away from socialist regimes. Although various differences exist between these countries, the theory of path dependence (Csaba 2007;Dyba et al 2018) argues that their similarities in socioeconomic circumstances, including those factors that shape mortality, make it suitable for us to treat them as a group in modeling mortality (Dãnãcicã 2006;Simpach 2014;Rabbi -Mazucco 2018). This view is strengthened by the Visegrad Group nations' common historical mortality trends as well (Fig.…”

“…The country specifics should be taken into consideration in line with the comparative analyses because the domains and determinants of retirement timing vary across countries (Scharn, 2018). The country variations stress the EU cohesion policy (Dyba et al, 2018), as well as tension and policy challenges to the respected countries. The East-West European divide concerning preferred retirement timing is related to unfavourable working conditions, such as low job control and low wages, and variations with regard to retirement policies, such as gender variations in employment, career history and income (Dahl et al, 2003, pp.…”

“…If this is increasing then there are increasing regional disparities and if it is falling, then there are decreasing regional disparities. The second method used for checking for increasing regional disparities is similar to that of Dyba et al (2018) and Barro's (1997) test for convergence. Barro (1997) represents the model in the following equation form:…”

“…Fig. 11 uses a method similar to Dyba et al (2018) and Barro (1997) to test for convergence among Irish regions during the period. The x-axis represents the log of GDP per capita in 2000 for the eight regions, while the y-axis represents the average annual growth rates from 2000 to 2014.…”
