Carbon equity is the balance between carbon reduction responsibilities and development rights. The review of carbon equity in China can help it achieve carbon neutrality targets and provide valuable insights to other emerging countries. This study aimed to systematically sort, classify, compare, and prospect the research dimensions and measure methods for carbon equity. The research dimensions were first classified into intergenerational, regional, trade, and income carbon equity by literature analysis. Intergenerational carbon equity explores the balance of carbon emission rights among generations using integrated assessment models (IAM). Regional carbon equity analyzes the socioeconomic effect of regional carbon emission rights allocation by IAM or regional differences under a specific allocation assumption by the Theil index. Trade carbon equity studies the relationship between carbon emissions and economic benefit transfer embodied in inter-regional trade, which is more suitable for calculating by methods with comparable results, such as the optimized regional environmental inequality index. Income carbon equity investigates the carbon footprint heterogeneity among income groups by the carbon Gini coefficient. This paper further discusses potential research directions for each dimension. Notably, all research dimensions did not consider promoted strategies for carbon equity, which should be a priority for future studies.

<p>The scientific and reasonable allocation of initial carbon emission rights is the foundation of establishing and perfecting the carbon trading system, which is directly associated with the completion of carbon emission reduction targets. Guided by the rational distribution of China's carbon emission rights, this paper adopts a multi-index method to investigate the initial distribution of China's carbon emission rights from a regional perspective according to the comprehensive principles of fairness, efficiency, sustainability, and environmental capacity limit. The results show that the use of regional historical carbon emissions or economic factors as a single indicator of carbon emission rights distribution is unreasonable according to historical emissions or GDP, and the results are quite different from the actual demand. Under the overall coordination degree allocation model, it is reasonable for Region 2, Region 3, and Region 4 to undertake higher emission reduction responsibilities, and the emission reduction tasks in these regions are likely to be completed, which shows that the carbon emission rights allocation under the comprehensive principle is more in line with the actual demand and has good operability, robustness, and compatibility. The allocation of carbon emission quota requires the scientific and reasonable formulation of the total national allocation, that all provinces and cities can form a stable quota expectation, effectively design the allocation principle scheme, give consideration to fairness and operability, and do not share the responsibility of regional emission reduction with a one-size-fits-all approach.</p>

Responsibility Allocation of Provincial Industry Emission Reduction from the Perspective of Industrial Linkages—A Case Study of Shanxi Province

The allocation of emissions reduction responsibilities in a fair and efficient manner is the key to achieving optimal overall reductions in emissions. However, existing studies have not adequately considered the impact of industry linkages. To fill this gap, this study constructed a carbon emissions reduction responsibility allocation model from the perspective of industry linkages using the TOPSIS (a technique for order preference by similarity to an ideal solution) comprehensive evaluation method based on entropy weights. A typical resource-based province, Shanxi, was selected to broaden the scope of the related research to the provincial level. The indicator system designed in this study also compensates existing studies that have lacked consideration of industry linkages. The results show that traditional energy-intensive industries will be significantly less responsible by incorporating indirect emissions responsibility into the equity principle, while the ‘coal mining and washing’ and ‘construction’ industries will be more responsible. By incorporating the impact of industry linkages on the overall emissions reduction effect into the efficiency principle, traditional energy-intensive industries with overly intensive emissions reduction tasks will limit the overall efficiency, while industries with strong emissions reduction potential or able to support low-carbon economic development will be able to take on more responsibilities. These findings are expected to provide the government with references to formulate mitigation policies in China and in other countries.
