Recommendations for the Improved Effectiveness and Reporting of Telemedicine Programs in Developing Countries: Results of a Systematic Literature Review

Abstract: This systematic review identified key factors associated with telemedicine program success. However, inconsistencies in reporting represent an obstacle to establishment of successful programs in developing countries by limiting the application of previous experiences. Adhering to the guidelines suggested here may allow more quantitative assessments of effectiveness and impact for future programs.

“…These barriers, in addition to cultural resistance and lack of regulations, have been variably reported among Middle Eastern countries and other developing countries (9,13). Consistently, most PD patients who participated in the virtual visit studies in developed countries were well-educated and more familiar with the technology (14).…”

“…Furthermore, establishing satellite clinics in underserved and rural areas with a good Internet connection is another way to overcome the lack of Internet and technological problems at homes and increase access to telehealth services (15). These strategies could be implemented through a comprehensive telemedicine program for developing countries that use wellorganized services, apply simple technology, adopt patient and healthcare provider training, and receive continuous funding (13). Moreover, promoting public awareness about the benefits of telemedicine is important for reforming the social perception of telemedicine, especially in developing countries (9).…”

“…The choice of a store-and-forward system was partly made to address these issues. Indeed, real time communication is not only expensive [21] but more vulnerable to technical problems [22] and less flexible for physicians with busy schedules. As a result, store-and-forward systems appear to be more appropriate than real time systems in resource-limited settings [23,24], although both approaches can be combined.…”

“…For this reason, it should be noted that, despite the fact that, in the mid and long term, intervention based on emerging technologies could prove more efficient than traditional methods, these resources are not always available, sometimes not at all. This would also justify the limitations observed for emerging technologies to become integrated into the health system, an example of this being telemedicine, the implementation of which is taking place at a much slower pace than expected [ 64 ].…”
