<span>Cloud computing (CC) implementation for educational services is confronting several challenges. Prior research focused on the technological related challenges while few examine the economic challenges. The purpose of this study is to examine the economic challenges for using CC in educational institutions in Iraq. Articles pertaining to the topics were extracted from main databases. Based on the review, the critical challenges were identified. To confirm their relatedness to Iraqi context, a questionnaire related to the challenges was developed. A total of 204 respondents working as IT professional has participated in this study. The findings showed that the challenges mainly related to the infrastructure readiness, internet connection, cost of establishing and managing the CC. The challenges were divided into three phases. The pre-implementation phase includes the challenges of selecting service provider and deployment as well as the readiness of stakeholders, training, and infrastructure readiness. The implementation phase includes the challenges of maintaining the bandwidth, compatibility, legacy system, internet connection, reliability, availability, connectivity, and management. The post-implementation phase includes the challenges of security, privacy, quality of education, switching cost, and lock-in. The most critical challenges in all phases are related to infrastructure readiness, internet connection, switching cost and management of CC. The findings were discussed and limitations of the study as well as the direction for future works were given. </span>

Cloud computing (CC) is a trendy technology that is being used in business and daily life. However, limited studies is found on higher education usage. The barriers and obstacles that confront the usage is not clear and in particular in developing countries. The purpose of this study is to examine the barriers and obstacle that confront the usage CC services in Barash University in Iraq. Using the technology organization environment framework and the internal external factor (IE-TOE), the study proposed the conceptual framework. The data was collected from academic, non-academic staff and students using convivence sampling technique. The data was analyzed using Smart PLS. The findings showed that organizational obstacle followed by technological, internal and external factors, and environmental factors are the most severe obstacles that confront the university in using CC services. Decision makers can benefit from the developed model to ease the implementation of CC

Cloud computing electronic learning (CCEL) is a new technology that enables educators and students to extend the storage and access learning materials. The use of this technology is limited worldwide. However, in the time of COVID 19, this technology becomes essential for the educational processes. The purpose of this study is to examine the predictors of using CCEL among academic staff and students in Iraq. Based on literature, this study proposed that perceived ease of use (PEOU), perceived usefulness (PU), and subjective norms (SN) will affect the intention to use (IU) which in turn will affect the actual use (AU). Attitude (AT) is proposed to mediate the relationships while technology readiness (TR) is proposed as a moderator. The data is collected from 331 students and academic staff in three Iraqi universities using stratified sampling. Data analysis is conducted using SmartPLS. The results showed that PEOU, PU, and SN affect positively IU which in turn affected AU. AT mediated partially the effect of PEOU, PU, and SN on IU while TR moderated only the effect of PEOU on IU. Decision makers are recommended to simplify the usage of CCEL and to conduct workshops about the usage and benefits of CCEL.
