Real World Effectiveness of Information and Communication Technologies in Disaster Relief: A Systematic Review

Abstract: Background: The application of information and communication technologies (ICTs) in disaster relief is increasingly widespread, but it is still unclear whether ICT can reduce casualties and economic losses in disaster response phase. Methods: We searched studies in the databases of Scopus, EI, MEDLINE and EMBASE from Jan 1, 1990, to Mar 22, 2019. “…An extensive published literature (Bingqing et al, 2020) is available on ICTs, disasters and transport systems exclusively, yet these three fully developed research areas are not placed in a perspective together to understand their inter-linkages and combined effect to find a defined solution for transport and floods situation through ICTs. Also, there remains many unattended variables that significantly impact the choice of ICTs in floods, such as dependency status of a person, installed ICT in a vehicle, trust on flood managing authorities etc (Yamano et al, 2020).…”

“…Research has also highlighted the co-evolution of civic engagement and the application of webbased ICTs in disaster response Additionally, ICTs have been recognized for their significant role in preparing for and managing both human-induced and nature-induced disasters. Though, there is still a need for further investigation into the real-world effectiveness of ICTs in reducing casualties and economic losses during disaster response (Lu et al, 2020). ICTs serve as critical tools for supporting effective communication, decision-making, and cognitive capacity in complex and uncertain disaster situations ICTs enhance situational awareness by facilitating real-time data collection, analysis, and visualization.…”
