Re-thinking procurement incentives for electric vehicles to achieve net-zero emissions

Abstract: Procurement incentives are a widely leveraged policy lever to stimulate electric vehicle (EV) sales. However, their effectiveness in reducing transportation emissions depends on the behavioural characteristics of EV adopters.
