A wideband noise event was detected at ground level from the Andøya Rocket Range in Norway in January 1989. The signals were observed on four commercial communication receivers (tuned to 159, 515, 905, and 1200 kHz), an ionosonde (200‐kHz to 3.5‐MHz interference‐free observations) and a riometer (32.5 MHz). The event, which occurred during a period of magnetic disturbance near magnetic midnight, was the only one observed during nearly 3 weeks of operations. This low frequency‐of‐occurrence is attributed partly to high local noise levels. The ease with which this event was identified on the ionograms produced by the local ionosonde suggests that routine ionosonde recordings should be inspected in search for such events. Such an effort would enhance existing research directed toward developing techniques for identifying quiet communication channels and help to identify the origin and frequency‐of‐occurrence of high‐latitude wideband noise events.

Pefensive radar systems for detecting and locating ballistic missiles must be designed to combat the degradation in system performance that can result from atmospheric and ionospheric refraction effects, clutter and scintillation. These phenomena become increasingly severe at low elevation angles and for high latitude stations there is a broad azimuthal sector where the effects are especially severe owing to the very irregular nature of the polar ionosphere and the presence of the aurora.A program of measurements and data analysis is in progress, primarily centered at the Millstone Hill radar facilty, desiyonid:J evaluate tropospheric and ionospheric effects on radar measurements capability, with emphasis upon disturbed ionospheric conditions (,. "., Wa radio aurorae exist). The work is being undert <.en jointly by staff members of the Lincoln Laboratory and the Bell Telephone Laboratories. Emphasis in these measurements will be on attempting to separate and characterize the ionospheric and tropospheric components of refraction and scintillation. In order to do this, a UHF lobe-comparison satellite-beacon tracking capability is being added to the precise L-band tracking radar at Millstone. This will permit simultaneous dual-frequency measurements of angle-of-arrival, amplitude and phase fluctuations for paths traversing the polar ionosphere as well as in other directions less subject to propagation effects.
