People management in public administration receives influence from various sources. However, the historical models of public management coexist in these institutions, causing them to carry patrimonial, bureaucratic, and managerial characteristics that have conflicting concepts and are not empirically harmonious. Furthermore, the rigidity of the legislation, combined with cultural aspects of the public service, make it challenging to modernize management practices in public organizations, including federal universities. This article's final objective is to analyze how the performance evaluation for functional progression of technical-administrative employees in education at the Federal Rural University of Rio de Janeiro (UFRRJ) can be carried out to mitigate current procedural deficiencies. We used qualitative research based on a case study at UFRRJ to structure the methodology in this work. For data collection, due to the social isolation imposed by the COVID-19 pandemic, online questionnaires were applied with intentionally selected people according to their potential contribution, response availability, and accessibility. The information collected was analyzed using the content analysis technique. We found that UFRRJ's reality is similar to what the recent literature reveals on the subject: conflicts in the assessment model, the disintegration of people management systems, benefit or harm to servers in the attribution of grades, an assessment that does not include feedback processes, precarious institutional support, among other similarities, and that the elaboration of an explanatory booklet complementary to the evaluation documents in force at UFRRJ would help appraisers and appraisers when carrying out the current evaluation.

ResumoNeste trabalho, questiona-se a forma como o governo de Portugal lidou com o mérito no setor público, em tempos de crescimento económico, de austeridade e equilíbrio das finanças públicas. Tomou-se como período de crescimento económico o período entre 2000 e 2007, sendo o de austeridade o período posterior a 2008. Há que salientar que, para muitos autores, a situação de crise representa uma oportunidade para introduzir mudanças na organização e gestão. Todavia, os efeitos da austeridade, iniciada em 2007/08 sobre a administração e políticas públicas, foram muito significativos conforme refere a literatura. Neste artigo, interroga-se em que medida o governo de Portugal aproveitou a crise como oportunidade para aprofundar o mérito como valor da cultura organizacional da Administração.Palavras-chave: mérito, administração pública, austeridade. AbstractIn this paper, we question the way the Government of Portugal addressed merits in the public sector, in times of economic growth and austerity, as well as the balance of public finances. The paper looks at a period of economic growth between 2000 and 2007, as well as the period of austerity since 2008. The crisis represented an opportunity to introduce changes in organization and management, and, as the literature predicts, the effects of austerity on administration and public policies were very significant. In this article, we question to what extent the Government of Portugal took advantage of the crisis as an opportunity to merit the value of the organizational culture of the Administration.

RESUMO A pesquisa objetiva analisar os desdobramentos da criação do Instituto Hospital de Base do Distrito Federal (IHBDF) sob a ótica da eficiência do gasto com recursos humanos. Trata-se de uma pesquisa descritiva, com a utilização da Análise Envoltória de Dados (DEA) e a adoção das seguintes variáveis: i) gasto com recursos humanos (GRH); ii) número de cirurgias realizadas (CIR) e iii) número de consultas ambulatoriais realizadas (CSA). A análise abrangeu 240 decision making units (DMUs), que correspondem aos meses observados. Os períodos analisados podem ser segregados em dois grupos: a) modelo tradicional (2008 - 2017), cujos dados foram fornecidos pela Secretaria de Saúde do DF e b) novo modelo (2018 – 2027), o qual abrange os dados projetados. Os resultados evidenciaram que a criação do IHBDF não promove a superação dos denominados velhos problemas, como a ineficiência e a insuficiente oferta de serviços de saúde.
