Quantitative Evaluation of China’s Pork Industry Policy: A PMC Index Model Approach

Abstract: To ease the fluctuation of hog prices and maintain the hog market’s stability, the central government of China has issued a series of hog price control policies. This paper, supplemented by co-word analysis and LDA thematic modeling, constructed 9 first-level indicators and 36 s-level indicators and used a PMC index model to conduct quantitative research on the selected 74 policies and regulations of China’s pig price regulation policies from July 2007 to April 2020. “…[ 52 , 55 ] thought it was a quantitative method that was technically easy to operate. It is widely used in analysis of various industrial development or public management policies, such as safety management policy [ 56 ], long-term care insurance policy [ 57 ], and pork industry policy [ 58 ]. When using the PMC index model, the various influencing factors should first be considered in all directions, to avoid one-sided evaluation to the greatest extent possible.…”

“…To make the model more universal, nonstandard variables can be added, and quantitative analysis can be carried out according to the specific conditions of different policies; then the application scope of the PMC index model can be expanded [ 24 ]. The calculation method of the PMC index only calculates a simple summation and average without integrating the information between the policy evaluation indicators, so it cannot measure the relationships between different evaluation indicators [ 25 ].…”

“…For example, Zhang et al [51] applied the PMC-Index model to policy studies about the construction industry, to evaluate the effectiveness and efficiency of research strategies. Li et al [15] used the PMC-Index model to quantitatively evaluate policies about China's pork industry. Scholars Kuang [52] and Peng [16] verified that the PMC-Index model could be applied to study China's long-term care insurance policy and farmland protection policy, showing strong practical application value.…”

“…In addition, the PMC-Index model can intuitively show the advantages and disadvantages of a single policy, as well as the score composition of each variable; this can support improvements in specific aspects of a policy [13]. In practice, the PMC-Index model has been consistently validated by several studies in the field of policy evaluation [11,[14][15][16].…”
