The teaching of Portuguese as a Host Language has faced many challenges since its establishment as part of the field of Portuguese as a Foreign Language, mainly for presenting specificities unknown to the teachers and researchers in the field (GROSSO, 2010; DEUSDARÁ; ARANTES; BRENNER, 2018). Among these challenges are the methods employed to analyze the oral performance of the Host Language speakers. With this in mind, this report aims at discussing the evaluation of the oral performance of adult immigrants, beginner students of Brazilian Portuguese as a Host Language, based on two descriptive scales of the measure of Outcome Achievement, a multifaceted measure that looks, mainly, at pragmatic aspects of language use in tasks whose main focus is the communicative outcome of the performance. Even though the proposal of criteria that compose the measure of Outcome Achievement is based on the interpretation of raters, which might bring incongruences to the evaluations, the measure presents an alternative to evaluating oral performance in contrast with other more traditional measures. In conclusion, the employment of the Outcome Achievement measure to analyze oral performance in tasks to teach Portuguese as a Host Language brings aspects that are inherent to this context of teaching, taking into account the immediate objectives of language use of the immigrant population.

RESUMO O presente artigo tem por objetivo geral refletir sobre língua e cultura no contexto da “feminização das migrações” (CORTES, 2016; MARINUCCI, 2007; MEJIA; CAZAROTTO, 2016), especificamente a migração de refúgio, pensando o fenômeno sob uma perspectiva dos estudos em Políticas Linguísticas. Ao considerar-se trajetórias de migração, entendemos que os objetivos e os desafios podem mudar conforme o gênero: segundo o Alto Comissariado das Nações Unidas para Refugiados (ACNUR) a discriminação contra as mulheres e meninas, e violências derivadas dessa, é causa e também consequência do deslocamento forçado. No Brasil, a presença feminina na imigração de refúgio se apresenta expressiva: em 2016, segundo dados da Secretaria Nacional de Justiça, as mulheres representaram mais de 30% dos que buscam acolhimento no país. Buscamos refletir sobre (i) as barreiras linguísticas na inserção social e linguística na sociedade de acolhimento, (ii) a língua e cultura de origem e aquelas de acolhimento, através de narrativas de uma refugiada em entrevistas disponíveis online. Contextualizamos a pesquisa com uma revisão bibliográfica, com dados consolidados por estudos sobre a realidade da imigração no Brasil nos últimos anos (ACNUR, CONARE, IMDH, OBMigra).

Impacto das declarações de Nova Delhi, Jomtien, Dakar e Incheon nas políticas públicas de educação

Documentos internacionais que traçam metas para a educação de países em desenvolvimento são conhecidos como declarações. Essas declarações são documentos fundadores e têm impacto na educação, como fontes de propostas e como recursos práticos de ação. Neste trabalho, fazemos breve relato cronológico, apresentamos e analisamos cinco documentos: Jomtien e Nova Delhi, LDB 9394/96 e, posteriormente, Dakar e Incheon. Para isso, adotamos a metodologia da análise de conteúdo de Bardin (2011). O referencial teórico apoia-se em Votre (2019) para análise do discurso e Oliveira (2015) para políticas linguísticas. Os primeiros resultados das análises manifestam que o objetivo dos documentos é orientar as políticas públicas para educação dos países em desenvolvimento, a fim de executar o projeto de educação para todos estabelecido em Jomtien que foi se desdobrando ao longo dos anos até chegar a Incheon que orienta que a educação não pode deixar ninguém pra trás. A análise leva também a um exercício de autocrítica responsável, para os profissionais da linguagem que atuam com educação, no quadro brasileiro, uma vez que da leitura e releitura das declarações, emerge uma nova preocupação, relativa ao silenciamento e à proibição de uso das línguas de grupos minoritários, bem como de imigrantes, que são alijados de sua cultura, a pretexto de integração na cultura monolíngue dos países em que vivem.
