Due to dynamic changes in both internal and external environments, the risk evolution of the project portfolio (PP) becomes extremely complicated, thereby increasing the difficulties of effective risk response. In particular, the real-time influence of risk interactions on the evolution of project portfolio risk (PPR) often goes unnoticed. Meanwhile, risk contagiousness is completely ignored in risk response. To tackle this challenge, this study proposes a PPR evolution and response (PPRER) model by improving the Barrat–Barthelemy–Vespignani (BBV) model and by introducing the evolutionary dynamics method into the PPR response research. The feasibility and applicability of the proposed model are verified through a numerical illustration. Computational results demonstrate that the proposed model can simulate the evolution process of PPRs under the influence of their interactions and give a snapshot of the real-time interactive relationship between PPRs. Based on the obtained results, decision-makers can take effective risk responses by identifying critical strategy intrusion nodes at any time in the evolution process.

Since the COVID-19 epidemic swept the world, the emergency supply chain (ESC) has faced serious uncertainty risks. To maintain the stability of the emergency supply, risk prevention and contingency measures must be prepared. In this paper, the authors first obtain the initial risk value of 0.4 using the fuzzy comprehensive evaluation approach and then build an improved SIR model based on a complex network to investigate the risk propagation law of the ESC. The simulation results show that (1) the high number of nodes becomes the initial risk source, the risk propagates faster and the peak value arrives two days earlier on average; (2) the initial infection rate gradually increases from 0.2 to 0.4, 0.6, and 0.8, and the risk spread speed also accelerates; (3) the recovery rate of network nodes increases gradually from 0.1 to 0.2, 0.3, and 0.4, and the influence range of risk propagation decreases inversely; (4) appropriately increasing the deletion rate of network nodes is conducive to improving the stability of the ESC network. Given the above ESC risk propagation law, this paper proposes relevant risk prevention measures and suggests that a risk early warning system of node enterprises should be established in combination with the target immunization strategy. For ESC risk management, the result has significant theoretical and practical implications.

The identification and evaluation of important parts play an important role in effective production arrangement and shortening the product development in the product design stage. In this paper, a complex product node importance evaluation method based on multilayer network is proposed to identify and evaluate importance parts faster. First, a complex product design expression network based on “function behavior structure (FBS)” multilayer complex network is established. Second, the evaluation index system of important design parts for complex products based on multilayer network is constructed. Third, a three-parameter grey relational model based on the fuzzy analytic hierarchy process and the Gini coefficient method is proposed. Finally, this method is available and feasible through taking the large permanent magnet synchronous centrifugal unit as an example.
