Multi-criterial analysis under the current use of digital geographic data is a quite common method used to evaluate the influence of the geographic environment on a planned or ongoing activity. The advantage of this method is a possibility of complex evaluation of all influences as well as a possibility to observe how the individual influences manifest in the final result. Its critical moment is establishing the structure of individual factors that influence the given activity, setting their weights and, subsequently, a choice of a suitable user function. The article provides guidelines how to set the individual decision-making criteria including setting their weights, and the application of the resulting user function in GIS environment with regards to the problem solved. Furthermore, the influence of change in weights of criteria on the complete result of the analysis is discussed. This article documents detailed studies that show how the results of solutions can differ in the same analytical task based on change in the weights of individual criteria. These studies are documented on a model example of a chosen suitable place for the deployment of decontamination center. Finally, the article describes possibilities of further development of the model solution, with the aim to make it a verified tool that may be implemented in the systems of command in Fire Rescue Service units and Chemical Troops units of the Czech Army.

The Influence of the Quality of Digital Elevation Data on the Modelling of Terrain Vehicle Movement

This study investigated digital terrain models and options for their evaluation and effective usage. The most important result of this study was the introduction of the slope reduction method for low-detail elevation models. It enabled accurate results of passability analyses by performing adjustments of slopes. In addition, the goal was to determine the strengths and weaknesses of selected data for use in cross-country mobility analyses, followed by recommendations on how to use these databases efficiently to obtain accurate results. The selection of elevation databases (1 m, 5 m, 10 m, 30 m) was determined by the focus of data development projects of NATO and current scientific research projects of the Ministry of Defence of the Czech Republic. Key findings showed potential for use in practise for all tested elevation models. Efficient usage of low-detail models in CCM analyses is limited; nevertheless, they can be augmented with additional vector data or automated remote-sensing technologies.

The spatial and semantic data of geographic addresses are extremely important for citizens, governments, and companies. The addresses can georeference environmental, economic, security, health, and demographic parameters in urban areas. Additionally, address components can be used by users to locate any point of interest (POI) with location-based systems (LBSs). For this reason, errors in address data can affect the geographic location of events, map representations, and spatial analyses. Thus, this paper presents the development of an algorithm for evaluating the quality of semantic and geographic information in any geospatial address dataset. The reference datasets are accessible using open data platforms or spatial data infrastructure (SDI) and volunteered geographic information (VGI), and both have been compared with commercial datasets using geocoding web services. Address quality analysis was developed using several open-source data science code libraries combined with spatial databases and geographic information systems. In addition, the quality of geographic addresses was evaluated by carrying out normalized tests in accordance with International Geospatial Standards (ISO 19157). Finally, this methodology assesses the quality of authorized and VGI address datasets that can be used for geocoding any relevant information in specific urban areas.
