The paper investigates the resource potential of higher education institution libraries as a tool for effective management of their activity. Methods. The author pays attention to the difference between the concepts of "resource pool" and "resource potential", which is in involving the latter in the process of library information production and service. Results. The composition of the university library's resource potential is determined. It is stated that the effective management of the resource potential requires the managers to fully evaluate the factors of the internal and external environment of the library functioning. Characterization of individual components of the university library resource potential is given, and the need for their integrated use is emphasized. Much attention is paid to library staff as a leading resource of the management system, the formation of their cognitive potential. Conclusions. It is stated that the efficiency of the activity of the modern library of the higher education institution is largely determined by the available resource potential aimed at the achievement of scientifically and educationally significant goals and objectives of strategic character. The main results of the research can be used in the process of managing the activities of the university library.

An Analysis of Digital Library Publishing Services in Ukrainian Universities

Abstract Objective – The objective of this study was to assess the current state of digital library publishing (DLP) in university libraries in the Ukraine. The study was conducted in the hopes of gaining a better understanding of the DLP landscape, namely institutional operations, as well as their varying publishing initiatives, processes, and scope. Methods – The current study was conducted from January to June 2017 using a mixed methods approach, involving semi-structured interviews and an online questionnaire. Semi-structured interviews were conducted (n = 11) to gain insight into participants’ experiences with DLP. The interviews helped in the creation of the questions included in our online questionnaire. The questionnaire was distributed to 195 representatives (directors and leading specialists) of university libraries in the Ukraine. Replies were received from 111 of those institutions. The questionnaire consisted of 11 open- and closed-ended questions to allow the researchers to obtain a holistic picture of the process under investigation. Results – Analysis of the 111 questionnaires showed that for 26 libraries, DLP services were performed by employees of a separate structural unit of the library. For 34 libraries, employees of various departments were involved in performing certain types of services. The other 40 respondents’ libraries were planning to do this in the near future. Only 11 respondents replied that they did provide DLP services now nor planned to in the future. Among the libraries providing DLP services, the following results were observed: 54 of 60 work with digital repositories, 47 provide digital publishing platforms for journals, 26 provide digital publishing platforms for books, and 23 provide digital publishing platforms for conferences. Conclusions – The results obtained indicate a growing trend of expanding digital services in university libraries to support study, teaching, and research. Despite the still spontaneous, chaotic, and poorly explored nature of the development of the library publishing movement in the university libraries of the Ukraine, the readiness of librarians to implement publishing activities is notable. At the same time, the survey results point to specific aspects, such as organizational, economic, personnel, and motivational, that require further study.

Obtaining of New Knowledge in Concerning «air Conditioning» at the Railway Transport: Scientometric Aspect

Purpose. The research aimes at obtaining of new knowledge in «air conditioning» direction development at railway transport using products and services of Web of Science (WoS) scientometric database. Chronological frameworks of the studied scientific articles are – 2010-2015 years. Methodology. In order to obtain relevant empirical data the authors reviewed the world literature on the paper topic with the use of full-texts and abstract databases. The algorithm of «incremental» actions in WoS was considered according to: 1) forming the «core» of publications; 2) establishment of the most «top» issues; 3) identifying the most intellectually productive authors; 4) determining the representation level of thematic publications of Ukrainian scientists in WoS; 5) the presence of collaboration among scientists from different countries on the investigational subject. Findings. The authors proved: 1) climate comfort, energy efficiency and thermal comfort are the top-themes of «air conditioning» direction at railway transport; 2) Ukrainian scientists have not yet joined to the global processes in the thematic scientific information sharing; 3) the most intellectually productive authors of scientific articles are China’s scientists; 4) there is no information about international collaboration of scientists on the investigational subject. Originality. The authors firstly conducted scientometric research in the field of railway transport (subject area «air conditioning») on the basis of products and services in the global WoS citation database. Practical value. Based on the results, one can correct personal exploration research of individual scientists or research teams as well as predict further prospects of the subject «air conditioning» direction at the railway transport. Survey data may also be useful in the study of the «Scientific information system and scientometrics» subject, organization of workshops, training courses, etc.
