The construction industry still faces various challenges in some developing countries, and one of the problems is the procurement of goods and services. The allocation of public procurement funds is significant to the national GDP. It is essential to conduct comprehensive research on government procurement in the construction industry in Indonesia due to the rapid growth of the construction industry in the last decade. This research focuses on the procurement of construction goods and services in the Ministry of Public Works and Housing by looking at the perception of the government as the project owner. This research aims to identify a model of critical success factors to improve public procurement performance in the construction industry from the government's perspective. The research method includes two stages, namely, the development of critical success, which consists of crucial factors and indicators that affect the performance of public procurement in the construction industry. It is a literature study of relevant previous research results from various countries that affect these critical success factors. Then, the second stage is a survey of experts' perceptions through questionnaires. The questionnaire data analysis used SEM-PLS software to quantify the relationship model of critical success factors to improve the performance of government procurement of goods and services in the construction industry. Data processing results include: business process factors affect 97.1%, regulatory factors affect 90.1%, information system factors affect 63.1%, human resource factors affect 56.1%, organizational factors affect 46.1%, and monitoring and evaluation factors affect 38%. Ethics is crucial for the success of every organization, including those in the public sector. Procurement activities bridge the gap between government funds and the utilization of these funds. This demands the efficient and effective utilization of these funds. On this ground, this study unveiled and established the need for maintaining ethical practices in public procurement. Specifically, the study probed into the Auditor-General's reports on the Accounts of the Government of Sierra Leone from 2018 to 2022. Secondary data were collected from these reports and were statistically analyzed using Microsoft Excel and SPSS v26. Data were presented in the form of tables and graphs. The study found the various procurement irregularities that occurred from 2017 to 2021; the most common procurement irregularities were non-submission of procurement documents, followed by irregularities in the bidding process; each of the procurement irregularities has a probability of occurring again in the mere future. The study also showed a positive significant relationship between the occurrence of procurement irregularities and the number of institutions involved. Hence, the study concluded that the need for maintaining ethical practices in public procurement is called for, giving rise to the number of procurement irregularities across public institutions in Sierra Leone and the probability of future occurrence.

This study aims to deepen our understanding of the evolving landscape of public procurement (PP) and emerging technologies (ET). It addresses the critical gap in scholarly production analysis, author collaborations, and thematic trends in PP and ET, providing valuable insights for researchers, policymakers, and practitioners. Employing a methodology inspired by prior research, this study leveraged advanced bibliometric tools, including Studio R and the Biblioshiny app, for data retrieval, processing, and visualization. This approach facilitated co-citation, source coupling, and network collaboration analyses. Thematic maps and correspondence analysis were used to explore research themes in depth. The findings highlight a significant surge in research interest in the integration of ET in PP since 2018, underlining the growing importance of technology-driven advancements in the field. These insights are vital for shaping policy decisions, spurring innovation, and enhancing PP processes’ efficiency, transparency, and sustainability, which are crucial for effective governance and economic growth.
