StreszczenieJednym z modeli finansowania inwestycji publicznych jest partnerstwo publiczno-prywatne (PPP). Jest to forma współpracy sektora publicznego i prywatnego w procesie realizacji przedsięwzięć, dotychczas bę-dących domeną działalności władz publicznych. Jej rezultatem powinien być niższy koszt przedsięwzięcia i wyższa jakość usług aniżeli w przypadku ich finansowania w tradycyjny sposób -ze środków publicznych. Ta forma współpracy pomaga zapełnić lukę między potrzebami inwestycyjnymi a możliwościami finansowymi budżetów publicznych. Od kilkunastu lat Komisja Europejska wspiera PPP jako formułę realizacji inwestycji i podkreśla jej znaczenie zwłaszcza dla krajów Europy Centralnej.Jednak osiągnięcie sukcesu w praktycznej implementacji PPP wymaga stworzenia odpowiednich uwarunkowań. Celem artykułu jest identyfikacja determinant PPP i charakterystyka rozwoju partnerstwa w Unii Europejskiej.Studia literaturowe pozwoliły na ustalenie krytycznych czynników sukcesu PPP i sklasyfikowanie ich w czterech grupach, a mianowicie: ekonomiczne i finansowe, polityczne i prawne, techniczne, społeczne. Natomiast charakterystyka rozwoju partnerstwa w Unii Europejskiej potwierdziła, że czynniki ekonomiczne, takie jak: stabilne warunki makroekonomiczne, wsparcie ekonomiczne i polityczne rządu, dostępność finansowania i system prawny wynikający z polityki ekonomicznej państwa, mogą zintensyfikować realizację projektów PPP w różnych obszarach działalności publicznej.

PPP should result in lower costs of projects and higher quality of services in comparison to those funded solely from public resources. This form of cooperation helps to fill the gap between investment needs and financial possibilities of public budgets. The European Commission has supported PPP as a form of investment for several years already, and highlights its importance especially for the countries of Central Europe.However, if success in practical implementation of PPP is to be achieved, appropriate conditions must be created. The use of public-private partnerships (PPPs) is growing in the United States in response to reductions in funding combined with an aging highway transportation infrastructure. Many other countries have longer experience with PPP and a greater understanding of the issues surrounding their use. The main governance issues to be addressed in PPPs deal with risk-sharing, relationships, contracts, and legal framework, and standard processes within dedicated organizational units. These governance issues are examined in the context of a case study for the US 36 Phase II PPP in Colorado. Findings suggest that for the US Phase II project, governance issues are resolved through more relational forms than prescriptive contractual language. Colorado has established a dedicated organizational unit to facilitate the use of PPPs, but there exist no standards or best practices in the United States for procurement, concession terms, or risk-sharing.

Abstract:Releaving traffic congestion by developing public transport as an alternative mode of travel is a common practice all over the world. However, the increasing public transport subsidies have created a financial burden for governments. Encouragingly, private capital supplies an opportunity for public transport in sustainable finance. Previous research mainly focuses on qualitative analysis and money-for-value (MFV) analysis. In this paper, a new investment model is proposed based on the concept 'passenger value', and a bi-level programming model (BLPM) is constructed as a quantitative analysis tool. The upper target of BLPM is the total surplus (including the value of time (VOT) of passengers) of the public transport system and the upper constraint is the ticket price. The lower target of BLPM is passenger's surplus, the lower constraints are service capability and the lowest return rate of the private sector. The public transport of Jinan City, China is taken as a case to quantify the impacts of private capital investment in public transport. Results show that the proposed investment model considering passenger value is superior to the traditional one, and effective private capital investment could increase the total societal benefit of the transportation system. The proposed investment strategy satisfies economic viability and is a financially sustainability strategy. Additionally, travelers should be encouraged to use public transport through improving the service quality and passenger returns. Only in this way can the success rate of the private sector investment in public transport be improved efficiently.
