Public-private collaborations in emergency logistics: A framework based on logistical and game-theoretical concepts

Abstract: Collaboration in emergency logistics can be beneficial for governmental actors when supply chains need to be set up immediately. In comparison to research on humanitarian-business partnerships, the body of literature on so-called Public-Private Emergency Collaborations (PPEC) remains scarce. Private companies are only rarely considered within research on emergency collaborations, although they could contribute to a more efficient supply of goods given their resources and existing communication networks. Based … Show more

“…When playing River Survival, one of the features is to avoid the risk of the boat stopping by hitting rocks or big fish with time pressure by using Switch. In addition, the game requires team members to collaboratively control the boat, which makes occurrence dependencies explicit in activity process models ( Adamo et al, 2021 ), and the effects of the interdependencies affect their game experience ( Diehlmann et al, 2021 ). Game experience can be activated by family intimacy which can affect emotion control if there is conflict with family members, particularly with parents ( Jin et al, 2019 ).…”

“…Taleizadeh et al [8] utilized a Stackelberg game approach for designing resilient supply chains under price competition and facilities disruption. Diehlmann et al [26] created the game-theoretic model of Public-Private Emergency Collaborations that provides more detailed information into the motivation and incentives of the partners involved in emergency collaborations. In addition, some scholars have introduced simulations to study the effectiveness of the supply chain resilience management strategy under different supply and demand conditions [27].…”

“…A variety of public governance theories, such as networked governance, multilevel governance, collaborative governance, and whole of government ( 15 19 ), have become important theoretical paradigms to guide research on cross-boundary governance for food safety risk management. Based on the actors involved, Toppinen and Korhonen ( 20 ), Bunthof et al ( 21 ), Yu and Xiao ( 22 ), Kim et al ( 23 ), and Diehlmann et al ( 24 ) defined four basic types of cross-boundary governance of public affairs, including food safety risk management: public-public, public-private, interregional, and multiagent. Regardless of type, however, the essence of cross-boundary governance is that different actors at the same or different levels achieve coordinated governance of major public affairs for the sake of the public interest by breaking through traditional boundaries ( 25 ).…”
