Drawing from Communicative Planning Theory (CPT), this paper examined planning interface for social service delivery between Local Government Authorities (LGA) and Corporates in Morogoro region using a case study design. Results revealed that LGAs planning process was inclusive and transparent enabling corporates to decide on kind of services to provide to communities. Conversely, Mtibwa Sugar Company was not transparent to share their planning decisions with the LGA whereas Kilombero Sugar Company was transparent in sharing their planning decisions to the LGA. Hence, LGAs planning processes are in line with CPT, which considers inclusiveness and transparent as core components for effective planning. The findings further revealed misalignment of planning seasons between the LGAs and corporates leading to double allocation of resources for some social services. The study recommends that there should be budget review by the LGA to relocate resources that corporates use to support community activities.

Government was established primarily to provide services that will make life worth living to their citizens. Accordingly, local governments as third tier government in Malaysia are created to bring government closer to the local communities' at the grassroots and for transformation of lives at the rural level. One of the ways of bringing government closer to the people at the grassroots is through the delivery of service in a satisfactory, timely, effective and adequate manner. This paper is therefore an examination of Local Government and Municipal Service Delivery in Malaysia. It argues that the constitutional mandate of local council in terms of "function performance" has not been translated into reality in many occasions. Thus, the paper concludes and recommends that municipal council must attempt to overcome the challenges that have by-passed their performance. It is only by this can they be positioned to render cutting services in a timely, effective, adequate, prompt and satisfactory manner to justify their continuous existence and huge financial allocations to them. Municipal awareness also gives a sense of satisfaction of the citizens. The study recommends that there is needs for local municipal to be strategies to makes the local council more robust for enhancing the lives of inhabitants and to foster good relationship between the management and local people in the area. The study also gives recommendation of enlighten the local community on the important of community participation in provision and maintenance of public service delivery. Secondly, the study is significant because it will expand the frontier of knowledge by identifying factors influencing service delivery in Malaysian Local Government Areas. These factors when clearly identified will go a long way in providing answers to questions like why service delivery has not improved in Malaysian local government councils despite huge financial allocations from the Federation Account. Furthermore, the research is justified on the grounds that its recommendations will enhance policy decisions of government agencies like the Local Government Service Commission. In addition, members of the public will find the paper an educative and resource material. Future researchers on service delivery in Malaysian Local Government Areas will find the study a rich resource material for their research. A study of this nature is a training ground for the conduct of cutting edge research in the field of Public Administration and Local Government Studies. As an implementation of decentralized development, village financial management (VFM) is a financing model in a way to closer the needs of development at the village level. Theoretically, the successful objectives achievement of this authority delegation is if VFM can be done efficiently and effectively. This study aimed to analyze these efficiency and effectiveness of VFM and analyze factors inhibiting. The results showed that 1) VFM in Asahan district has not implemented both efficiently and effectively that shown from the weak implementation of both good governance principles and continuous improvement and, 2) Factors inhibiting the efficiency and effectiveness of VFM are, (i) lack of musrenbang transparency specifically the quality of information, access to information, the transparency mechanism of information and the level of information disclosure, (ii) lack of budgeting transparency, in particular the level of information disclosure, access to information and quality of information, (iii) lack of supervision transparency in particular the level of transparency, information quality and information access, (iv) the weak of oversight participation, especially the satisfaction level of participation and involve the community, and (v) lack of monitoring accountability in particular public complaints mechanism, access to the audit report and the responsibility structure.
