Public participation is an essential element in the decision-making process of social impact assessments (SIA) for proposed developments that are located near to the community. It assists the panel of evaluators in deciding whether to approve the assessment through the information obtained from the affected community. This medium is also applied to other assessments, such as environmental impact assessments (EIA), and its implementation varies according to the nature of the assessment. However, the objective of public participation remains the same: to protect the interests of the public. Thus, this paper will analyse the implementation of public participation between SIA and EIA in Malaysia using qualitative methods, library research, and comparative analysis. The results show that EIA and SIA each have their own implementations in public participation.

The paper discusses the importance of public engagement in environmental impact assessments (EIAs) and the benefits of stakeholder involvement in project design, environmental soundness, and social acceptability. It highlights the negative repercussions of mining activities in Ghana, including health consequences such as skin conditions, fever, coughs, diarrhea, malaria, and catarrh, as well as HIV/AIDS infection among those engaged in or connected to prostitution in mining towns. The environmental effects of mining in Ghana include noise pollution from heavy trucks, contamination of water bodies with chemicals from mineral refining, pollution of agricultural soils leading to reduced food productivity, and wildlife depletion from deforestation. The activities of small-scale miners, particularly those engaged in illicit mining, have a negative impact on water quality and increase the cost of water treatment for public consumption. Mining operations have detrimental effects on the social, cultural, and natural ecosystems in Ghana, affecting the quality of life of local communities. The study takes into consideration the impact of mining activities on the environment and natural resources in Ghana, as these are vital to the livelihoods of Ghanaian communities. Stakeholders in Tarkwa claim that mining operations have distorted the natural path of the river, leading to excessive pollution and making the water unfit for consumption. АннотацияВведение: экосистемные услуги можно определить как выгоды, которые люди получают от экосистем. Морские экосистемные услуги способствуют предотвращению глобальных экологических проблем, таких как изменение климата, сохранение биоразнообразия и др. Одной из важных причин деградации морских экосистем является недооценка их реальной экономической ценности. Методы и материалы: разработанная методика оценки морских экосистемных услуг обосновывет целесообразность использования для оценки экосистемных услуг морей и океанов стоимость биоресурсов в воде, по которым они продаются на аукционах. В качестве базовой цены для расчета экосистемных услуг в рыболовстве предлагается использовать аукционную стоимость основного промыслового объекта -в данном случае трески. Стоимость других гидробионтов дифференцируется по соотношению оптовых цен на рыбопродукцию. Результаты: проведенные исследования показали, что в 2016 г. экосистемой Баренцева моря и сопредельных вод было произведено 1475 тыс. т обеспечивающих услуг на сумму 1568,6 млн долл. США (61 709 млн руб.). Доля России составила 610,4 тыс. т стоимостью 666,2 млн долл. США (26 066,8 млн руб.) -42 % от общего объема услуг. Поддерживающие услуги моря в натуральном измерении определились в 22 667 тыс. т (по норвежским данным -в 25 958 тыс. т), в стоимостном измерении, соответственно, в 22 827 млн долл. (898 034 млн руб.) и в 24 251 млн долл. (в 954 038 млн руб.), что в 14,5 раз и в 15,5 раз больше стоимости обеспечивающих услуг. Заключение: анализ оценки морских экосистемных услуг зарубежными и отечественными исследователями показывает, что этот процесс требует дальнейших исследований и совершенствования методик. AbstractIntroduction: ecosystem services can be defined as the benefits that humans obtain from ecosystems. Marine ecosystem services contribute to the prevention of such global environmental problems as climate change, ensure biodiversity conservation, etc. One of the important reasons for the degradation of marine ecosystems is the underestimation of their real economic value. Methods and materials: the developed method for the evaluation of marine ecosystem services substantiates the feasibility of using the costs of aquatic bioresources sold in auctions for the evaluation of ecosystem services of seas and oceans. It is proposed to use the auction price of the main fishing target (in this case, cod) as a benchmark price for the analysis of ecosystem services in fisheries. The costs of other aquatic organisms are differentiated by the relation of wholesale prices for fish products. Results: the studies conducted have shown that in 2016 the ecosystem of the Barents Sea and adjacent waters produced 1,475 thousand tons of provisioning services worth a total of USD 1,568.6 mln (RUB 61,709 mln).
