“…Estabrooks, 1999;Larsen, 1982). However, we have adopted a similar scale to that of Knott and Wildavsky (1980) because it has been frequently cited in the literature, has been used to measure research use among government officials and academics, and has been shown to be reliable (Cherney and McGee, 2011;de Goede et al, 2011;Landry et al, 2001aLandry et al, , 2001bLester, 1993). Conceptually, the RU scale can be referred to as a 'ladder of utilisation' and Table 1 provides the descriptions for each stage of research use (or rung of the ladder), as presented in our questionnaire to Australian social scientists.…”

“…The respondents averaged 6.25 minutes for completion. The survey was based on de Goede et al’s adaptation of the ‘ladder of utilisation’ [ 33 35 ], developed to measure use of a national epidemiological report by government officials, public health professionals, and care providers in the Netherlands. Survey questions were slightly modified from earlier use by PHAC to include producers of the CIS report and add one open-ended question.…”

“…Given the specific Dutch context we designed multiple questions for each concept, since the concepts can have several meanings [5]. This was also suggested by Ouimet et al [16], who pointed out that, in order to obtain more understanding of research utilization, more precise questions are needed. The questions we developed initially were pre-tested by, and discussed with, ten practitioners in the public health field (three RPHS epidemiologists, four RPHS local health policy advisors, and three local health officials).…”
