Public contestation over agricultural pollution: a discourse network analysis on narrative strategies in the policy process

Abstract: The overuse of fertilizers in agriculture and their entry into freshwater has many negative impacts on biodiversity and poses problems for drinking water resources in Germany. In response to exceeding levels of nitrate concentrations in groundwater in parts of the country, an intense public dispute evolved and a significant policy change in fertilizer regulation occurred in 2020. Based on the German case of agricultural water pollution, this study demonstrates in an innovative way how discourse network analysi… Show more

“…To perform the DNA, we used the coded media statements as discourse concepts and analysed its network using DNA to bring in actors’ statements. Previous scholars have regarded statements made by actors to be consistent with their beliefs 31 32. The network was constructed using coded statements, resulting in a network graph of visual representations of clusters.…”

“…We contribute to the use and further development of the NPF by applying it empirically and by investigating narrative research outside the Anglo-American region using the DNA methodology. This follows the work done by Schaub (2021) and Vogeler et al (2021). Furthermore, we apply a dynamic and comparative perspective to the field of local climate action which, to date, has not been applied.…”

“…The current state of research shows that the NPF is applied in a wide variety of policy fields and focuses on different levels of analysis (Schlaufer et al, 2022), while most of the evidence can be attributed to the meso level. The analysis of the nature and content of dominant narratives in environmental policy areas has already been addressed by a number of researchers, for example, in studies on agricultural water pollution in Germany (Schaub, 2021), agri-food technology in the European Union (Vogeler et al, 2021), or waste management in Russia (Schlaufer et al, 2021). We contribute to the use and further development of the NPF by applying it empirically and by investigating narrative research outside the Anglo-American region using the DNA methodology.…”

“…Thus far, computational social science techniques have been limited to using unsupervised ML tools (e.g., topic modeling) to discover the underlying topic structure of a narrative policy space. A recent spate of work has applied ML to map out the discourse space in several different policy domains, including artificial intelligence policy (Guenduez & Mettler, 2022), COVID‐19 (Jing & Ahn, 2021), agricultural pollution (Schaub, 2021), and flood‐risk policy (King, 2019).…”
