Provision of Care to the Underserved Populations by National Health Service Corps Alumni Dentists

Abstract: A small number of factors were associated with alumni NHSC dentists' decisions to continue to provide care for the underserved populations. Targeting African-American students and students interested in caring for the underserved may improve the long-term commitment of dentists to provide care for the underserved populations. Attention will also need to be given to increased salary as a potential intervention to increase the numbers of dentists who continue to serve the underserved populations.

“…However, NHSC alumni can leave underserved areas after their service commitments are met, but the majority of North Carolina dentists in the alumni sample, who had been in practice for an average of nine years after their service obligation had been met, chose to either remain in a safety net clinic or see a substantial number of patients enrolled in public insurance programmes. Further, our results are consistent with the only previous study of NHSC alumni dentists and with studies of other types of health professionals linking the providers’ race, altruistic career motivations, and participation in the National Health Service Corps to higher volumes of service to Medicaid beneficiaries or career commitment to underserved populations 3 .…”

“…Although numerous studies have been done on NHSC physicians, only one study has examined dentists’ continuing provision of care to underserved populations beyond their NHSC obligation 3 . In that study, 48% of a national sample of NHSC alumni with service obligations from 1980 to 1996 reported that they continued to work with underserved populations after their service obligations were met.…”

“…Research 14 documented that the beliefs of medical providers about human rights and their personal values were significantly related with providing care for underserved patients. For example, research by Mofidi et al 15 in dentists affiliated with the National Health Service Corps showed that altruistic motivations were a positive predictor of the number of years the dentists worked with underserved populations in this non‐profit organization. Just as positive attitudes increased the likelihood of serving underserved patients, negative attitudes decreased the willingness of dentists to serve underserved patients.…”

“…Using a survey of dentists funded by the NHSC between 1980 and 1997, Mofidi et al. () report that 46 percent of the subjects were working in an underserved area in 1998. However, using a survey of physicians, Pathman et al.…”
