The application of information and communication technologies in Indonesia continues to be developed as the government becomes more serious in improving services to its citizen. However, there are still some obstacles to using the service. The purpose of this paper to present a framework improving e-government services to its citizen. The paper opted for using a comprehensive review of the unified theory of acceptance and use of technology (UTAUT). This paper offers ideas to see intention to the community in using e-government, by using the modified UTAUT model where the main construct performance expectancy (PE), effort expectancy (EE), social influence (SI), facilitating conditions (FC) is an important factor. Moderators such as gender, age, experience and voluntariness of use were excluded and using attitude as a mediator. The findings showed that UTAUT’s construct such as performance expectancy, effort expectancy, social influence, facilitating conditions is an important factor appropriate for seeing intention to citizen in using e-government and 9 hypotheses offered in the model are believed to get new findings in the future and increase the development of the UTAUT model and be able to provide concept ideas that are made in seeing the intentions of e-government users.

This current empirical study aims at investigating the incorporation of consumer innovativeness in TAM and UTAUT in the development of a golf app and how these influence consumer behavioral intentions in adopting the golf app. These models help illustrate consumer adoption of particular technologies and relate to the concept of innovation diffusion theory. Our research has obtained 394 responses and participants of the questionnaire were evenly divided by gender and age to reach the purpose of the current research. The main statistical methodology used the structural equation modeling (SEM) to evaluate the connection among user’s innovativeness regarding the golf application, technology acceptance model (TAM), unified theory of acceptance and use of technology (UTAUT), behavioral intention, and word of mouth. In contrast to correlation assessments, SEM can measure the strength of the linear causative relationships between factors. Finally, this research concludes that TAM and UTAUT components determine the consumer’s attitude towards accepting and using new technology. Consumers who are open to innovations are more likely to accept emerging technology products and use them with the least resistance.

Digital Bioinformatics Innovation Initiative (DBII) is a branch of science that used Information and Communication Technologies (ICTs), government electronic services such as electronic government (e-government), electronic health (e-health), and mobile technologies (mobile health) to examine knowledge and information. DBII can also use Internet services or Fourth Generation (4G), and Fifth Generation (5G) services for its deployment and implementation opportunities in developing nations health and healthcare system and other domains. Some of the current digital bioinformatics processes are geometadata profiling, use of mobile technologies (mobile phones) and Artificial Intelligence (AI) in various 5G readiness deployment fields. Despite the benefits of this novel digital innovation, its deployment and implementation have been affected by poverty, lack of enough routine anticipation and determination, initial understanding of mobile phone, inadequate of research funding, personal innovativeness, lack of stable and dependable research methodologies. At present, there is limited number of research that highlighted these aspects to fill in research gaps and find alternative solution to DBII research problems. Therefore, a pilot survey was conducted among professionals in various fields who are knowledgeable about DBII from February 20th, 2020, to January 1st, 2022. Eight academic research professionals, and fifteen health and healthcare workers validated 6 behavior intention factors. Similarly, six hundred postgraduate and undergraduate students, health and healthcare specialists and other professionals across six Nigerian geographical zones participated in pilot survey using the proposed Precaution Adoption Model Process (PAMP) Mobile health questionnaire. Under this situation Principal Component Analysis (PCA) pre-processed online geometadata profiles, experts confirmed behavior intention items towards hypothesis generation, hypothesis testing, and development of digital bioinformatics framework of to use mobile phones in Nigeria Universities 5G readiness deployment plan. The study has discussed several theoretical and practical implications of digital bioinformatics for system designers and developers.
