Property rights and methods of nomocratic planning

Abstract: This paper examines the methods of planning of complex systems. More precisely, it applies property rights analysis to the methodology of nomocracy, a leading branch of the theory of complexity in planning. To study the methodology of planning, the paper focuses on its objectives and methods, as well as the characteristics of nomocratic rules. It briefly examines the literature on the methods of planning of complex systems, the methods of the nomocratic approach, and the methods of regulation theory. It then d… Show more

“…Many researchers regard this kind of planning as decentralized -or bottom-up (Portugali, 2008;Moroni, 2010;Holcombe, 2013). But whereas the main purpose of nomocratic planning is, indeed, to provide space for decentralized agents to participate in the management process, it is still a centralized activity (Slaev, 2016b). Therefore, a process is planning-driven if and when it is organized and conducted by a central authority, and marketdriven if it is comprised of the activities and arrangements between decentralized agents (despite the significance and impact of the price mechanism not being easy to observe in some cases -e.g.…”

“…The role of the excess amount is important, but it is only a criterion: it does not explain why individuals would choose private or collective entitlements, that is, what the associated benefits and costs are. The key benefit of private/individual entitlements is their high performance and efficiency (Slaev, 2016a; Slaev and Collier, 2018). Private/individual management of resources is efficient because all interests and all efforts and capabilities used to manage resources belong to one and the same individual or entity.…”

“…This allocation is realized through the adoption of rules, and this is the main "technological" feature of collective management. The proper method of management employed by partners, groups and communities is the nomocratic method (Moroni, 2007(Moroni, , 2010Slaev, 2016b). In contrast to the strict approach of teleocratic management, nomocratic management uses more general rules that allow the individual members a range of freedom.…”
